Bureau of Land Management Field Manager in Lorton, Virginia

Summary This position is located in the Lower Potomac Field Station, in Lorton, Virginia. This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority. Responsibilities Provide leadership and motivation including the technical and administrative supervision of assigned employees. Responsible for administration of a variety of management programs such as diversity, budgeting, workforce planning, safety, upward mobility, cost reduction, sick leave, EEO, drug and harassment free workplace, overtime usage, employee engagement etc. Provide direction, coaching, and support to facilitate problem solving and accomplishment of Field Office goals and programs. Make decisions which recognize the competing uses of BLM administered lands and resources and the interests of local, Tribal, and State government, Congressional staff. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience GS-13: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing technical and administrative leadership, direction, and/or motivation of assigned employees; (2) administering and/or managing multi-disciplinary natural resource programs; (3) drafting and implementing guidance materials for program areas that identify major emerging issues, options, and/or strategies; and (4) coordinating and/or interacting with Federal, State, and local government officials, local interest groups, and the public to raise awareness of resource management activities. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education There is no substitution of education for experience at the GS-13 grade level of this announcement. Additional Information Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork. Working Conditions: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
