Responsibilities

The Project Manager provides leadership throughout all phases of a capital project and is responsible for maximizing the project value by executing the project within budget and on schedule and ensuring that the required operability is achieved. The Project Manager is responsible for planning and executing studies and capital projects to meet specified project objectives. Interaction with operations, technology, business and other corporate support organizations as well as senior management is a key component of the job requirements.

Job Responsibilities:

  • Manage capital projects and studies for Longview site and other areas as assigned (either a large single project or multiple small projects)

  • Recognize critical issues and act on them to preclude project problems

  • Ensure involvement of appropriate personnel in the development and implementation of capital projects from Engineering, Procurement, Construction, Operations and Maintenance (EPCOM)

  • Manage all phases of the project in accordance with established schedules, budget and customer requirements

  • Direct the development of engineering documents required for various funding gates

  • Interface with engineering and construction contractors

  • Review and ensure Eastman compliance with contractor agreements

  • Communicate upcoming work projections

  • Promote use of Eastman Capital Process and implement the appropriate Capital Processes, e.g. Value Improving Practice, Gates and Audits, Front-End Loading, etc.

  • Facilitate obtaining appropriate external permits

  • Coordinate obtaining resources for BEE (Basic Engineering Effort)

  • Insure that best-value practices are used to establish project scope and to manage changes

  • Provide final approval of engineering documents

  • Coordinate the development and maintenance of project plans and associated documents

  • Work with Project Controls personnel to monitor, report and document the progress of work and provide feedback on budget and schedule deviations

  • Provide direction to Project Team on schedule and cost-related issues

  • Evaluate and report project performance

  • Insure resource availability for project implementation

  • Prepare and Implement Project Execution Strategy

  • Manage annual capital expenditures versus the capital plan for the funding and operating organizations

  • Work with the Site Capital Coordinators and Project Controls personnel to develop annual capital plan

  • Review and approve project change orders

  • Facilitate external benchmarking activities for assigned capital projects

  • Serve on and lead teams associated with work process improvement and project related issues

  • Consider safety, cost and schedule in overall project plan to ensure objectives are met at best overall value

Qualifications

  • Bachelor’s Degree in Engineering required

  • Must have at least 5 years’ experience in various aspects of the Engineering, Procurement and Construction (EPC) process or appropriate comparable experience

  • Experience in chemical, petrochemical/refinery or pulp/paper highly preferred

  • Solid understanding of the capital process, from project definition through plant start-up

  • Excellent communication and coordination skills and demonstrated team leadership skills

  • Must demonstrate a commitment to safety and be dedicated to implementing safe capital facilities
