Summary This position is located at the Long Beach (Tibor Rubin) VA Medical Center within Social Work Service. The primary purpose of the Program Specialist is to perform a wide variety of administrative management functions associated to three complex and specialized clinical programs- Caregiver Support Program, HUD-VASH Housing Program and Homeless Veterans Program. Responsibilities Job Duties Include: Provides studies and analyzes and evaluates the needs of customers to improve the quality of patient services and devises specific solutions to meet those needs. Reviews data from feedback mechanisms, performs limited studies, summarizes information, identifies trends and propose and implement recommendations and solutions. Prepare and completes required reports; analyzes workflow processes, workload distributions and reporting requirements to determine potential problem areas. Utilizes detailed analytical skills and Performance Improvement (PI) tools to perform a wide variety of management studies related to performance and productivity improvement and functional realignment; and evaluates the efficiency of program operations. Contacts public housing authorities, housing complex managers and local realtors to inform them of specific needs of Veterans qualified and in need of housing and identifies available housing units in the local catchment area at specific intervals on a weekly basis and provides regular updates to staff assigned in the specific specialized clinical program. Perform all administrative functions supporting the Social Work program, which includes reviewing and updating policies and procedures to ensure compliance with mandated initiatives and directives. Provide information for budget planning, program specific control points, purchase cards, supplies and provides information/recommendations to management on budgetary expenditures and needs for annual strategic planning. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Physical Requirements: The work is primarily sedentary and may be completed in traditional and non-traditional office setting, on occasion physical effort may be required such as walking to other floors is the same building or to other buildings located on the facility, use of both hands to use computer equipment and software programs specific to specialized program, use of e-mail for communication, view and complete online computer based training; answering and making telephone calls.
