Animal and Plant Health Inspection Service Plant Protection and Quarantine Officer (Plant Health Safeguarding Specialist/Pest Identification) in Long Beach, California
Summary If selected you will perform a variety of specialized duties that provide a comprehensive approach to biosecurity minimizing the risk of biological and economic damage caused by exotic, non-native plant and animal organisms to agriculture, natural resources and U.S. trade initiative involving overall plant health activities. The successful accomplishment of these duties is critical to preventing or reducing potential biological, agricultural, economic and environmental losses. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Provides inspection, regulation, and clearance of high risk propagative plant material and plant products and pest diagnostic identification services at plant inspection stations, port of entry, etc. Identifies or verifies identification of noxious weeds and plant pests, such a plant pathogens, insects or nematodes, and plant pest hosts. Accredited certifying official for export, which includes interpreting foreign quarantine regulations to facilitate international trade, issuing Federal Phytosanitary Certificates, collect fees. Reviews permits, seizes shipments without proper documents, safeguarding seized or forfeited property, and maintenance of Convention on International Trade in Endangered Species files. Applies regulations, facilitates clearances, and related activities, such as compliance with requirements of agriculture protocols and systems, in connection with the pre-clearance of commodities. Manages multiple program areas and/or a multifaceted programs: post entry quarantine, biological control, biotechnology, noxious weeds, or other pests. Plans, conducts, and/or supervises treatments and remedial measures, such as disinfection, sterilization, fumigation, cold treatment, hot water treatment, and irradiation. Tracks the progress of the programs and provides recommendations to the supervisor and staff on design and development of guidelines, operational standards, and procedures. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in above, plus appropriate experience or additional education. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that demonstrates: Carry out survey measures for the presence and extent of plant diseases and/or insects which includes visual surveys (e.g. baggage, trees, cargo), deploy and monitor survey traps, and/or inspect routine agricultural products for import/export. Conducts approved control and eradication measures including sanitation measures, biological control, and the application of herbicides, insecticides, nematicide, and fungicides, as well as report on effect of treatments. Enforces Federal and/or State regulatory orders to restrict movement, and/or issue certificates permitting movement of plants, plant products, and equipment into or out of regulated areas, and/or ensure that prohibited material is seized and disposed of in accordance with established procedures. Maintains daily records of inspection work, control measures and regulatory procedures applied; prepares reports and maps on the activities and accomplishments within the assigned area; and/or enter data to support inspection, fumigation, phytosanitary certificate issuance, identification, and survey. OR 1 year of progressively higher level graduate education in the fields of biological sciences, agriculture, natural resource management, chemistry, or related disciplines. OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND 1) have a class standing in the upper third of the graduating class, 2) membership in a national scholastic honor society (excluding Freshman honor societies), or 3) must meet certain GPA requirements. GPA requirements: 3.0 or higher out of a possible 4.0 as recorded on official transcripts or as computed based on 4 years of education, or courses completed during the final 2 year of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required course completed in the major field or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, e.g., 2.95 rounds to 3.0 and 2.94 rounds to 2.9). Equivalent combinations of education and experience are qualifying for this grade level. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
