Summary The Tibor Rubin Medical Center in Long Beach, CA is looking for one (1) Administrative Officer for Education Services. Responsibilities Duties include, but are not limited to: Serve as the liaison between the ACOS-E/DEO and DACOS-E and Education Department staff as needed. Perform essential administrative/operational staff work in support of short and long-range planning effort including work orders, space management, inventory control, timekeeping, and other administrative tasks and projects as needed. Support DACOS-E in the assessment of department, medical center, and/or VA priorities to best meet department's operational needs. Coordinates service administrative assignment, management analyses and/or development of reports pertaining to program plans, development operations, and assessment of any planning phase of the services' activities. Design/develop tools and knowledge products, i.e., surveys, databases, reports, database applications, tracking and monitoring systems, use of LEAF, SharePoint, Microsoft Office. Ensure the highest levels of efficiency through regular analytical reviews of the data, output and measures in accordance with the Education Department. Assist in development of annual budget and business plan requirements for the Office of Education in support of service operational needs, equipment and/or service/supplies, and contracts. Serve as purchase card holder, provide Fund Control Point (FCP) management, reconciliation, funds management, fiscal actions. Provide guidance in determining the resource needs of all assigned staff, distributing initial allocations, and/or adjusting allocations as dictated by changes in the program needs. Serve as Contract Officer Representative (COR) for the Education Service ensuring that the government organization receives all of the contracted services. Assist with human resources and personnel administration i.e. personnel actions, position classification, grievance procedures, performance standards, and/or disciplinary actions. Ensures all HR, personnel actions are completed including timekeeping/payroll, annual functional categories, evaluations, career ladder promotions, IT updates, asset management. Serve as custodial officer to assure completion of annual equipment inventory list (EIL ), internal inventory management and assigned GFE assets. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supporting the administrative management of a health care delivery system, educational, and training programs. Providing full staff assistance on administrative matters affecting resident and employee training, education, personnel administration and organizational policy. Providing comprehensive resource allocation information, advice, and recommendations involving organizational funds for education and training services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, a LL.B. or J.D OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
