Job Description:

Do you have expertise in leading a highly complex and diverse risk and control functions for an area of significant risk, complexity, or scope, usually involving medium to long term planning? Can you offer your strategic direction while ensuring an integrated approach with other business and technology governance and control areas, the broader organization and enterprise control functions? If yes, then we would like to know you. We are hiring for the position of Senior Manager, Fraud Product Technology, Governance Risk Control (GRC) and Operations- 1A function.

Job Description:

Experienced governance, risk and control professional who proactively leads a diverse portfolio of risk-related programs to effectively manage and mitigate operational/ regulatory risk and drive a strong governance and internal control environment. The role will lead the technology in risk assessments, encourage transparent discussion of operational risk issues fostering an effective transparent risk culture.

Your ability to analyze, organize and prioritize will be foundational to your success in the role. You will act as a Fraud Technology subject matter expert and develop and maintain a robust understanding of governance and control requirements. Your strong ability to work with multiple stakeholders and form positive working relationships will be key, and you will interface regularly with Business Line Executives across the Enterprise (US and Canada)

Reporting to the Senior Manager, Governance, accountabilities include ensuring Technology is adhering to the Enterprise Risk Framework you will:

  • Work closely with Internal and External audit teams to meet requirements.

  • Oversee Technology Asset Owners and the development and maintenance of application lifecycle plans to align to Fraud technology roadmap.

  • Collaborate with business leaders, IT professionals, vendors / outsourced partners to support fraud operations technology systems and ensure issues are clearly communicated.

  • Drive and manage governance environment, controls (including processes), change management, production implementation, compliance to OCISO, Risk, and regulatory control standards, audit management, and business continuity (both application and resource).

  • Own, identify, manage, measure, and monitor current and emerging risks in day-to-day activities, operations, products, and services. Risk Owners must:

  • Understand the risks across relevant risk categories (what could go wrong and the potential impact to the customer, colleague, and Bank).

  • Understand the applicable TD Technology standards and ensure all applications across the Fraud Portfolio are in line with the standards.

  • When TD Technology Standards are amended you are accountable to lead the review across the Fraud Portfolio to assess impact and ensure appropriate action plans are generated and come to completion.

  • Design, implement and maintain appropriate mitigating controls, and assess the design and operating effectiveness of those controls. Risk Owners must:

  • Implement and maintain controls to manage risk.

  • Understand and monitor control gaps and proactively self-identify issues.

  • Remediate issues/controls gaps in a timely manner.

  • Promote ongoing initiatives to raise the profile of risk considerations and understand key risks impacting the technology and business.

  • Monitor and report on risk profile so that activities are within risk appetite and policies.

  • Implement risk-based approval processes for all new products, activities, processes, and systems.

  • Escalate risk issues and develop and implement action plans in a timely manner.

  • Work with relevant business and corporate areas to identify, monitor, and escalate key risk issues to management, 1B and 2A partners.

  • Prioritize timely risk mitigation and remediation.

  • Promote a strong risk management culture.

  • In alignment with the TD Culture Framework, foster an effective, transparent culture of risk awareness, accountability, ethics, integrity, and conduct.

  • Ensure leaders across operations cultivate the right behaviours to support a strong risk management and compliance mindset.

  • Implement governance and control processes (through the 1B) to promote risk awareness, clear risk ownership within technology area, and personal accountability.

  • Oversee internal Reporting and Analytics team that generate and opine on detailed reporting on risks, currency, operations, performance management, etc.

  • Manage and over see a team of Level 4 support Subject matter experts in Fraud Detection applications. This team provides level 4 support and small enhancements to over 90 applications. This team is accountable for the day-to-day activities of Detect. This team is comprised of a small team of developers that tend to small enhancements, vulnerability and code compliance in addition to all BAU activities.

Job Requirements:

  • MUST have 5-7+ years' experience in Governance, Risk and Controls

  • Demonstrated people management experience.

  • CISSP, CSAM, and COBIT or Relevant experience in a technology operations or application management role.

  • Strong background in reporting automation.

  • Strong analytical and problem-solving skills with attention to detail.

  • Strong time management, administrative, and organizational skills with the ability to work in a fast-paced environment and deliver high-quality work.

  • Be able to manage multiple demands at one time.

  • Self-starter with a high initiative and the ability to learn and adapt quickly.

  • Fraud subject matter experience an asset.

  • Organizational awareness and sensitivity

  • Proven skills in assessing and prioritizing based on business impact, need and risk factors.

  • Strong written and verbal communication skills, including writing concise business messages, documents, creating impactful presentations, and presenting analysis to management and senior executives.

  • A willingness to speak up and offer a differing opinion when your gut tells you an idea is wrong – but also have the forethought to be part of the solution by recommending an alternate option.

  • Apply good judgment by understanding which issues to escalate, what to resolve independently, and provide suggestions for possible resolution.

  • Proven ability to work with and build strong relationships with stakeholders and colleagues.

  • Solution oriented, with ability to navigate the organization and make assessments and decisions with sometimes vague, incomplete, or partial context/parameters.

  • Independent thinker with exceptional analytical skills and strong business acumen

  • High degree of personal initiative, with strong influencing and leadership skills

  • Proficiency in Microsoft Office applications

  • Proficiency in service now

  • Experience managing a team of developers (Java, .net and Mainframe)

  • Experience managing a support team.

  • Expert in service now (ITIL certified)
