About the Opportunity

The Programme Controls Director will challenge, oversee and manage all programme and project controls (schedule, cost, risk, change and reporting) and optimally design, document (process and procedure) and maintain an integrated Programme Management Office, based around the fundamentals of Information Management and industry best practices. The Programme Controls Director is part of the Senior Leadership Team and will be responsible for all project control functions across the programme.

A strong programme controls leader, able to prioritise and lead an integrated project controls team with contractors and third parties in accordance with Contracts and the Performance Management Objectives (KPIs).

Able to manage activities and deliverables on time and within resource budgets to meet the programme controls requirements. Proactive in their approach to using digital technology, innovation, and creativity to establish fully functioning and appropriate Programme Management Office governance systems and processes to elicit better outcomes, realise projected benefits and reporting.

Collaborating with partners and colleagues across organisations to change sector thinking, standards, ways of working and act as an ambassador for climate response, safety in design and agile production to influence key stakeholders within the programme and wider industry.

The Programme Controls Director will be responsible for:

  • Provide leadership, guidance, and support to the PMO Function Leads and delivery Project Controls teams to support the programme execution strategy.

  • Establish the competency and capacity of resources to meet programme’s function and project controls needs.

  • Participation in Programme governance committees, to shape strategies and outcomes.

  • Lead the implementation of standardized Project Controls tools, procedures and processes required to support the management of all work on the programme: Development, Engineering, Procurement, Construction Delivery, Commissioning

  • Implement the project controls assurance framework to ensure accurate management, integration and analysis of programme baseline, schedule, cost, risk, and change control aligned with the long term, medium term and day to day management goals.

  • Build successful relationships with the delivery partners and ancillary contract partners to ensure their performance obligations are delivered safely, sustainably and to the required schedule, cost, and quality criteria.

  • Collaborate with the delivery partners and ancillary contract partners to guide the specification and implementation of workflows and digital solutions to enable efficient data management and integration.

  • Managing Programme Management Office services and assurance to the wider programme.

  • Contribute to and adopt related industry best practices and standards.

  • Strong communication skills to articulate a clear programme performance with good social, networking and presentation skills.

Here’s what you’ll need :

  • Degree and/or postgraduate qualification in a relevant field of study. Membership of a recognised professional institution /organisation preferably at a Fellowship level.

  • Significant discipline/ industry presence recognised and valued by Jacobs’ clients at the national or international level

  • Shape the direction of the project controls practice based on future-focused insights and thought leadership and Jacobs’ focus areas

  • Provide Programme Management Office leadership in Sales and actively participate in Client engagement and business development opportunities in pursuit of future work for the business.

  • Proven experience of large-scale delivery in complex environments

  • Delivery of multi-partner, stakeholder and capital projects in the infrastructure or transportation sectors

  • Programme management including maturity assessment, start-up, and execution activities

  • Programme Management Office including leading multi-disciplinary project teams at all project stages

  • Strategic consulting and business advisory services including business case, acquisition and due diligence support to key public sector and private sector stakeholders, investors and developers, pre and post financial close

  • Ability to integrate digital solutions to enable efficiencies in delivery

  • Strong communication skills to articulate a clear programme performance with good social, networking and presentation skills.

  • A Global mindset and demonstrated ability to work across cultures and remotely with our Global Integrated Delivery teams. Willingness to travel, principally across the UK and Ireland but may require travel to Europe.
