Human Resources Manager
JOB RESPONSIBILITIES:
Under general supervision responsible for human resources administration for all departments under the jurisdiction of the County Commissioners. Acts as a resource for other County departments and agencies.
QUALIFICATIONS:
Bachelor's Degree in Human Resources, Business Administration or related field. 3-5 years progressively responsible human resources generalist experience including at least 5 years management experience. Public sector experience preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of laws and regulations affecting public sector human resources. Ability to negotiate and administer collective bargaining agreements. Knowledge of and ability to use office computer software applications. Knowledge of Ohio's Workers' Compensation laws and regulations. Ability to lead and effectively supervise others. Excellent oral and written communication skills. Basic math skills.
WORKING CONDITIONS:
Works in a normal office environment where there is no physical discomfort due to temperature, noise, dust, and the like.
ESSENTIAL FUNCTIONS:
Oversee recruitment process for Commissioners departments and other County offices as required. Investigate complaints/grievances and respond. Hold pre-disciplinary meetings. Serve as resources for all County departments and agencies.
Management and Administration of County's health, wellness, life and other benefit programs.
Develop, implement and interpret County personnel policies. Revise and draft position descriptions. Prepare and analyze salary surveys. Maintain EEO statistics and file required reports, including affirmative action plan as needed. Maintain employment records pursuant to state and federal law. Develop and support an evalaution process.
Management and Administration of workers' compensation claim supervision/review.
OTHER FUNCTIONS: Other duties as assigned.
