The Arkansas Department of Transformation and Shared Services' goal is to create a more efficient government through epic service delivery and collaboration across state government. The department is comprised of the Office of the Secretary, the Arkansas Geographic Information Systems Office, the Division of Building Authority, the Division of Information Systems, the Employee Benefits Division, the Office of Personnel Management, and the Office of State Procurement.

Please note the duties listed below are preferred qualifications for this position.

Duties: The Program Supervisor will take part in the day-to-day leasing activities. Prepare and negotiate leases, contact real estate agents and/or individuals for available lease spaces, assess lease space for functionality, sustainability and code compliance. Provide direction to the team members and other departments by analyzing division operations and providing feedback regarding space needs and improvements; advising on alteration projects; serving as a technical resource; attending meetings; and reviewing/developing project plans and schedules. Strive to meet or exceed the objectives of long-range regional master plans, evaluate program effectiveness and compliance. Review expiring leases for renewal negotiations; and survey existing facilities for space design, parking, handicap accessibility, compliance with building codes, and laws governing commercial office buildings. Take action to identify and secure appropriate lease space. Conduct searches for space in the private sector, confirm market value, and approve space for negotiations. Review lease documents for accuracy and completeness before circulating for signatures. Abide by all leasing policies and procedures to adhere to the DBA Minimum Standards & Criteria. Compile leasing reports and other reports. Maintain an AR Real Estate License (inactive status). This position has regular contact with state agency personnel, real estate professionals, property owners and managers, developers and some general contractors.

Knowledge & Skills: knowledge of real estate and commercial leasing principles and practices. Ability to review lease agreements and other contracts with strict attention to detail for accuracy. Must be able to read, interpret and discuss lease agreements and terms. Familiarity with commercial building specifications, systems and building codes. Ability to organize and manage multiple projects and assignments with strict deadlines. Knowledge of sustainable commercial building practices with emphasis on energy efficiencies and sustainable operations. Must be able to multi-task and maintain a high level of performance.

Minimum Qualifications: the formal education or equivalent of a bachelor’s degree in business administration, civil engineering, or a related area; plus three years of experience working in the construction, real estate, or property management industry.

Special Requirements: Arkansas Real Estate License (salesman) required.

Summary

The Arkansas Building Authority (ABA) Building/Program Supervisor is responsible for building operations, preventive maintenance or vendor contracts, inventory, and equipment. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises building operations, plant maintenance, inventory and equipment workers by interviewing, recommending for hire, assigning and reviewing work, and evaluating the performance of employees. Prepares specifications for contract bids and monitors active contracts for janitorial, security, window cleaning, containerized waste disposal, water treatment, pest control, uniform service and lawn maintenance for state buildings under ABA. Obtains proposals and price quotes for maintenance agreements for ABA. Prepares vendor agreements, compiles documents for purchase orders, and coordinates service with maintenance agreement contractors. Oversees the operations of the buildings daily with regard to the various systems such as mechanical, electrical, plumbing, security, fire alarms, and other various systems. Completes monthly inspections and reports results to building operations administrator. Assesses building, grounds, and systems needs and makes recommendations for projects with regard to individual building annual operations budget, including prioritizing needs, scope of work, and estimating cost of the various projects for the next fiscal year. Administers card key database of tenants and preventive maintenance program for all buildings. Monitors the various contracts associated with the daily operations of assigned buildings and occasionally inspects buildings to verify the contractors are performing work according to specifications. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of building operations, utility systems, and preventive maintenance. Knowledge of state administrative procedures regarding contracts and vendor criteria. Knowledge of building construction and maintenance specifications and contracts. Ability to read and interpret building plans and vendor contract criteria for inspections. Ability to make budget projections and recommendations for building projects. Ability to communicate orally and in writing. Skill in various building automated control systems. Skill in the use of Microsoft Excel, Word, and Outlook.

Minimum Qualifications

The formal equivalent of a high school diploma or advanced specialized or technical training in building maintenance and systems operations; plus 5 years of experience in the operation of all building systems. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
