SUMMARY: The Compliance Monitoring Coordinator will schedule, and conduct file audits and unit inspection follow ups; review recordkeeping procedures; calculate rents, income limits; review leases, agreements, status reports, etc. Inspect buildings, common areas, and units; review Fair Housing compliance and submit monitoring reports. This position is responsible for evaluating participants of ADFA programs to ensure eligibility and compliance within those programs.
TYPICAL FUNCTIONS: Schedule and conduct file audits via tenant file uploads and complete follow up letters for all unit inspections performed by third party consultants in accordance with specific program regulations and ADFA Policies and Procedures Manual assigned by Assistant Manager;Review record keeping procedures and unit inspection documents; Calculate rents, income limits, and utility allowances; Review leases, tenant agreements, status reports, HOME Agreements, and other documents for compliance with program requirements, LIHTC extended use agreements, or applications; Occasionally may conduct inspections of the buildings, common areas, and a percentage of the units for compliance with Uniform Physical Condition Standards, other local housing standards, and construction standards adopted by ADFA. Will require occasional overnight travel within the state.
Review records for Fair Housing compliance; Provide technical assistance; Prepare and submit monitoring reports; and f ollow prescribed procedures for requesting outstanding documents and problem resolution. Other duties as assigned may also apply.
PREFERRED QUALIFICATIONS:
Certified Credit Compliance Professional (HCCP, C3P, &/or HOME Certification) or have at least 4 years Compliance experience
Comprehensive knowledge of rules, regulations, and procedures pertaining to the LIHTC, HOME and other Federal housing programs
Knowledge of record keeping procedures
Knowledge of basic math
Knowledge of HQS and UPCS inspection standards
Ability to analyze documents and determine program compliance
Ability to communicate effectively both orally and in writing
Ability to work effectively with diverse clients
Ability to interpret federal or state statutes, rules, and regulations
Ability to research other source materials
Proficiency in Microsoft Office tools (Word, Outlook, Excel, PowerPoint)
MINIMUM EDUCATION AND/OR EXPERIENCE: The formal education equivalent of a bachelor’s degree in accounting, real estate, finance, banking or a related field; plus two years of experience in a support function related to loan origination, processing, servicing or a related field.

Summary
The Arkansas Development Finance Authority (ADFA) Program Coordinator is responsible for ensuring efficient and effective program operations, and evaluating complex participants of ADFA programs for eligibility and/or ongoing compliance. This position is governed by state and federal laws, program regulations, and agency/institution policy.
Functions
Provides assistance in the implementation of ADFA programs by revising documents, preparing surveys and other documents, setting up and conducting training workshops for ADFA participants and reviewing documents submitted for approval including but not limited to appraisals, buyer income, survey exceptions, and a variety of other information. Conducts file audits as part of compliance monitoring as applicable. Reviews site managers inspection reports, work orders, and invoices, and submits written reports. Assists with the development of guidelines for Low Income Housing Tax Credit and Tax-Exempt Bond Program by compiling and up dating Low Income Housing Tax Credit and Tax-Exempt Bond development files. Facilitates accessibility to information for Low Income Housing Tax Credit and Tax-Exempt Bond development in the State. Assists with the preparation of annual reporting to the IRS and to relevant national organizations. Underwrites bond loan applications according to IRS compliance requirements. Processes other non-mortgage loan applications, when applicable, and prepares loan documents. Monitors daily loan status reports to ensure loans progress in a timely manner. May coordinate press releases and monthly ADFA newsletter, maintains agency website, and coordinates electronic version of ADFA's annual report. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of lending practices including loan processing, underwriting, closing and servicing. Knowledge of the principles and practices of accounting. Knowledge of basic real estate principles, regulations and procedures of state and federal housing programs. Knowledge of rules, regulations, and procedures pertaining to Federal housing programs. Ability to interpret and apply laws, rules, and policies governing ADFA programs. Ability to evaluate the eligibility of loans for various ADFA programs.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in accounting, real estate, finance and banking, or a related field; plus two years of experience in a support function related to loan origination, processing, servicing, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
