United States Fleet Forces Command SAFETY & OCCUPATIONAL HEALTH MANAGER in Little Creek Amphibious Base, Virginia
Summary You will serve as a SAFETY AND OCCUPATIONAL HEALTH MANAGER in the COMMANDER, NAVY EXPEDITIONARY COMBAT COMMAND of CDR NAVY EXPEDITIONARY COMBAT COMMAND. Responsibilities You will ensure state-of-the-art safety and occupational health management concepts, principles, and techniques are incorporated into all aspects of the NECC /NECCPAC safety programs. You will develop policies and procedures pertaining to safety and occupational health management; accident prevention and control; and safety and occupational health training. You will develop and maintain educational, motivational and regulatory programs for a variety of target audiences, including managers, commanders, supervisors, and expeditionary Sailors and Marines. You will serve as the Force Safety Manager, providing broad policy and administrative direction for the safety office. You will review and evaluate suggestions and complaints from individuals and reports; to include audits, surveys, inspections, and investigations. You will review new and existing policy changes proposed by higher authority and evaluate the effectiveness of changes and recommend modifications to tailor programs to the Navy Expeditionary Combat Forces. You will develop changes and modifications to a broad range of operational evolutions and work processes to minimize damage to property, equipment and injuries to personnel. Requirements Conditions of Employment Qualifications To qualify for the SAFETY AND OCCUPATIONAL HEALTH MANAGER, GS-0018-13, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying safety and occupational health concepts, principles, techniques, practices, laws, and regulations to plan, organize, administer, coordinate, and evaluate the occupational safety and health program as well as other safety program elements assigned. Experience implementing and recommending techniques that minimize the exposure of personnel to injury and damage to property. Experience with human behavior and physiology to develop and maintain educational, motivational, and regulatory programs for diverse target audiences. Experience applying practical engineering methods and techniques, expeditionary operational hazards, and fault tree analyses to evaluate and resolve occupational safety problems where standard methods are not readily applicable. Experience with the techniques used by explosive safety officers, training safety officers, crane safety, dive and jump safety, quarry safety and afloat safety to coordinate safety programs and actions relating to force wide accident prevention. Experience with the techniques and procedures applied by industrial hygienists, fire and life safety professionals, budgetary personnel, education specialists, and personnel specialists.
