This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Work Unit This Professional Engineer I works in Region 4 Limon Design & Construction unit. This work unit exists to administer transportation construction and design contracts within a specific geographical area and to oversee the contractors and consultants performing the work. Design activities include the developments of construction plans, specifications, and preliminary estimates for the advertisement of budgeted, transportation projects along the unit s specified corridors. Design activities are either performed with the in-house design team or are administered through design consultant contracts. The designs used must meet the guidelines, standards and policies of the State of Colorado, the Federal Highway Administration and stay within the project scope and budget. Construction activities include testing of materials, inspection for compliance with the contract plans and specifications; quality assurance and control; documentation of pay quantities; authorization for contract payments; initiating and authorizing contract modification orders; and monitoring financial status. About the Position This position is a fully-operational, licensed engineer. Providing engineering expertise; applying engineering theories, principles, and standards to the design and preparation of plans and specifications for highway projects; Ensuring quality construction and supervising the inspections, tests and documentation on transportation construction projects; Verifying that the design and construction is in compliance with contract plans and specifications to provide safe and adequate highway systems; interpreting plans and specifications and evaluating, directing and negotiating changes in the field. This requires supervising and training all project staff and assures the proper use of available resources, by making staffing equipment assignments on construction and preconstruction projects. The position monitors the work of professional and paraprofessional support staff assigned to projects for conformance to agency policy and procedural directives. Act as the CDOT engineer of record and will stamp plans in accordance with the regulations governing their engineering license.

Major duties and responsibilities include, but are not limited to:

Operate as the Chief Engineer s duly authorized representative in direct charge of the work and is responsible for the administrative and satisfactory completion of transportation projects under construction. Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local standards to the construction of transportation projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, bridge improvements, etc. Certify that the Contractor s equipment, materials, workmanship, and products are in conformance with the contract, plans, and specifications by supervising, performing detailed inspections, and maintaining proper documentation. Complete ratings and reviews for project consultant and reviews consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc.). Develop and evaluate roadway construction plans using varied engineering design software and supporting software programs. This requires knowledge in design methods, regulations and laws and competency in computer related functions (i.e. understanding the use of the system network, data transfer and plotting devices). Oversee local agency projects and ensure they are built according to plans, specifications, and follow all federal and state regulations and processes.
