Summary This position is in Region 7, Superfund and Emergency Management Division, Assessment, Emergency Response & Removal Branch. About Region 7 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities At the entry level of this position, you will: Serve as a programmatic specialist assisting higher graded specialists to provide advice and assistance to state, local and/or tribal governments and non-profits to help facilitate assigned environmental protection programs development within municipalities/towns/tribes. Serve as a Contracting Officer’s Representative (COR) and purchase card holder for any acquisitions necessary to implement the roles and responsibilities within the Superfund and Emergency Management Division (SEMD). Review grants, cooperative agreements, and/or interagency agreements activities related to their initiation, administration, and/or close-out, including responsibility for monitoring performance. Participate as a staff member on ad hoc teams with guidance from supervisory and senior staff on balancing competing demands and priorities. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. To qualify for the GS-09 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-07 level defined as Performing initial independent evaluation of program plans, facility progress reports, statistical data and background information for compliance with program guidelines and regulations master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience To qualify for the GS-11 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as Performing independent evaluation of program plans, facility progress reports, statistical data and background information for compliance with program guidelines and regulations; providing oral and written briefings to management on specific technical and policy issues as assigned. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of applicable federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments Reauthorization Act (SARA), and the National Contingency Plan (NCP); other regulations as related to program activities and mission, such as Clean Water Act (CWA); Clean Air Act (CAA), Stafford Act, etc. Knowledge of environmental statutes, regulatory requirements, program goals and objectives of all environmental programs of both EPA and stakeholder/recipient organizations. Ability to evaluate environmental issues as they relate to the stakeholder/EPA relations with intergovernmental organizations, federal, state, local, and tribal governments. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies and procedures. Knowledge of Regional contracts to effectively utilize each contractor’s expertise and monitor contractor performance. Ability to negotiate and develop strong positions, both in-house and with contractors, with respect to such issues as approval of costs. Ability to serve as a liaison between the program office and the contracts office and manage interactions with the technical CORs. Ability to review and recommend approval of statements of work, work plans, cost estimates, monthly financial and progress reports, and proposed contract modifications. Skill in written communication. Skill in oral communication.
