Responsibilities Major duties and responsibilities include but are not limited to: Plans, develops and directs the administrative activities and provides leadership to achieve optimum operation of the Medical Research Service, both internally and in coordination with the national VHA Office of Research and Development and the Officeof Research Oversight. Acts as the liaison representative of the Research Programs. As the representative of the Associate Chief of Staff and the Research Program, the incumbent must display tact, diplomacy, discretion and courtesy in personal and written contacts. Assumes primary responsibility in the formulation of the budgetary plan of all research functions and is responsible for its execution. An intimate knowledge of the research situation, equipment requirements, publication requirements and personnel responsibilities is required for the perception of immediate and long range requirements of the research program. Responsible for the formulation, review, and maintenance of local research policies through studies, specific recommendations and Research and Development Committee directives. Incumbent is responsible for coordination and implementation of resulting policies. Maintains liaison with the Personnel Officer and Personnel Office staff in all areas of personnel administration concerning Research positions. Incumbent keeps informed as to regulatory requirements, position descriptions, appointments, etc., forscientific and clerical support in evaluations and initiates corrective actions. Incumbent is responsible for initiating, documenting, and maintaining appointment processes for all Without Compensated (WOC) investigators and research staff. Expected to provide the ACOS/R with sound opinion, advice and recommendations for actions concerning all administrative aspects required in proper management concepts and techniques. Such judgements may provide the basis for planning, organizing and controlling operations and development within the program. Incumbent explores possibilities and provides options for programs affected by major research program changes. Develops and implements control procedures for supplies, equipment, fiscal matters and services such as common resources, animal facilities and clerical/administrative assistance. Also responsible for initiating (i.e. drafting) correspondence between theACOS/R and Research Investigators related to ongoing status of the their projects (i.e. Amendments, Continuing Reviews, Personnel Updates, etc.) Responsible for Research & development committee - agenda, minutes and overall functioning of the committee as well as coordination and communication with the Safety committee and IRB . Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Coordinating and monitoring the functions of administrative services within an office; 2) Managing budget activities; 3) Assisting with contracting functions and managing procurement; 4) Assisting with human resources functions to include recruitment, position classification, performance, training, etc.; and 5) Preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, and Human Resources Management. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Undergraduate Degree. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
