Job Summary:

Function: Oversees, plans, and directs all pharmacy operations in the assigned areas provided by the organization for all UTMB Health Campuses. Responsible for the procurement, storage, dispensing and control of all pharmaceuticals within all UTMB Health Campuses and for the promotion of rational, cost effective and appropriate drug usage.

Scope: Provision of ambulatory pharmacy services through three meds-to-beds/retail pharmacies, two infusion pharmacies, and one specialty/mail order pharmacy to UTMB Hospitals and Clinics throughout the UTMB Health System.

Essential Job Functions:

  • Oversees and is responsible for ambulatory pharmacy operations and the direction of ambulatory pharmacy services at UTMB Health campuses.

  • Makes provision for the interviewing, appointing, training, and evaluation of all members of the pharmacy staff.

  • Makes provisions for complying with all legal regulations applying to institutional pharmacy functions.This includes obtaining all licenses and permits such as the pharmacy license, DEA license, tax-free alcohol (Industrial Use Permit) permit, and annual controlled substance inventory.

  • Responsible for identifying and implementing appropriate internal controls and reconciliation measured for the department; implements mechanisms to monitor and enforce compliance.

  • Responsible for overseeing the design, implementation and management of a safe and effective medication-use system, ensuring that systems are developed and improved based on evidence and best practices, operating effectively and efficiently across the continuum of care.

  • Responsible for assisting the leader of pharmacy informatics with developing business continuity plans for the continued operation of medication-use systems and the provision of Pharmacy services during emergencies and disasters.

  • Prepares reports and conducts studies including cost analysis, preparation of the annual report, budget and physical inventory.

  • Assist the Administrative Director of Pharmacy in developing continuous strategic and business planning.

  • Responsible for the oversight and compliance of the institutional 340B program, including contract pharmacy compliance.Includes contacting, reconciliation of expenses, revenues and conducting internal audits as needed.

  • Responsible for disposition and control of narcotics and all other inventories of medication assuring all checks and balances are in place for separation of duties.

  • Responsible for implementation, maintenance and routine monitoring to assure compliance with USP 797 and USP 800 Compounding standards as enforced by the Texas State Board of Pharmacy.

  • Assumes the responsibility for the safe working conditions for the pharmacy staff.

  • Collaborates with Administrative Director of Pharmacy and pharmacy informatics leaderto Leverage technology and automated systems to optimize the medication use systems.Responsible for selection, implementation of all Pharmacy automation used for safe medication management. Assures all quality checks and balances are implemented and maintained.

  • Responsible for all pharmaceutical security, inventory control, diversion prevention, and distribution policies including reverse distribution and other methods or pharmaceutical waste disposal in conjunction with pharmacy procurement and inventory management leader.

  • Adheres to internal controls and reporting structure.

  • Performs related duties as assigned.

Knowledge/Skills/Abilities:

  • Excellent communication and interpersonal skills with a high degree of professionalism and competence in dealing with a variety of professionals within various backgrounds.

  • Ability to develop, organize, and accomplish goals. Ability to develop, implement and lead all aspects of pharmacy operation.

  • Technically competent knowledge of Pharmacy IS Systems, automated medication dispensing systems (ADS), Electronic Health Record (EHR), and contemporary pharmacy technologies.

  • Ability to quickly implement change as required by federal, state, and other regulatory agencies.

  • Ability to analyze / evaluate data and make appropriate recommendations / decisions.

  • Leadership and management skills to direct and guide others appropriately.

  • Preparation and analysis of operating budgets and capital equipment evaluation.

  • Effective problem-solving skills.

Minimum Qualifications:

  • Bachelor's degree in pharmacy

  • 3 years related pharmacy experience

  • 3 years of management experience including 1 year of supervisory experience

  • Ability to develop, implement and lead all aspects of pharmacy operation

  • Texas Licensed Pharmacist

Preferred Qualifications:

  • PharmD

  • M.S., MBA, or MHA

  • Completed Pharmacy PGYI/PGYII HSPAL Residency

  • Experience with operating a hospital based 340B program

  • Management experience in a health system based, ambulatory pharmacy
