Job Description:

30% Project Management for Needs, Evaluation, and ROM.

  • Serve as Project Manager (PM) on assigned projects or as mechanical/electrical engineering support.

  • Coordinate with other KU departments including but not limited to Facilities Services, Space Management, Information Technology, and Environment, Health & Safety during project Evaluation phase.

  • Review and make decisions regarding complex mechanical/electrical design concepts.

  • Prepare rough order of magnitude (ROM) cost estimates for various phases of the project that include all project costs. Or assist a PM or cost estimator in the preparation of a ROM estimate.

  • As engineer, take a lead role or assist in preparation of engineering programs for projects over $1,500,000 in construction costs.

40% Project Management or Engineering Support for Design Development, Construction, and Project Close Out.

  • Serve as Project Manager (PM) on assigned projects or as mechanical/electrical engineering support.

  • Provide construction administration services as either PM or in a support role.

  • If serving as Construction Manager, coordinate with and manage the project under guidance and direction from the PM.

  • Prepare or manage highly diverse and complex engineering design development options and construction documents within the approved funding limits as either the project manager or in a support role from project need analysis phase through project construction, with a focus on the design development, construction, Project closeout and as-built documents and resolution phases.

  • Review and make decisions regarding complex designs.

  • Prepare or manage the preparation of the code footprints as needed to comply with the State of Kansas, Office of Facilities Planning and Management (OFPM) policies.

  • Prepare or oversee the preparation of construction documents.

  • Prepare or manage the preparation of the detailed specifications using Master Spec.

  • Work with KU Facilities Services delegated representative(s) during project development and construction.

  • Assist construction managers and Facilities Services in solving unforeseen design problems, interpreting the design intent, preparing documents for contractual changes, and participating in final inspections.

  • Serve as a representative of the Universitys interests.

  • Initiate and conduct project pre-construction conferences with all required parties.

  • File and distribute project communications and approved shop drawings.

  • Make periodic site visits at appropriate intervals to review and observe progress and details of construction work, reporting questionable items to A/E for appropriate follow up action/directions to the Contractor.

  • Identify field problems and work with the project team to develop solutions.

  • Receive departmental requests for changes to the work, prepare technical description of changes and forward to PM and A/E to request pricing proposals.

  • Review proposed design changes and change order proposals, and forward written recommendations to the FPD PM, A/E and Contractor.

  • Schedule substantial completion, final and warranty inspections and assist the A/E in developing a punch list of incomplete or unsatisfactory work for the Contractor to complete.

  • Ensure punch list and warranty items are completed in a timely manner.

  • All work shall be performed in accordance with the By-Laws of the State Board of Technical Profession, Policies and Procedures of OFPM and the University's design standards and applicable codes.

20% Support as a Project Team Member

  • Responsible as a project team member in an engineering role

  • Provide the Project Manager and project team members with engineering support in either a design role or to review consultant work and to help make decisions or provide recommendations regarding design and construction issues.

  • Help PM to coordinate and assure work is done properly, as noted in PM tasks/roles above.

10% Information Management

  • Ensure all project tracking is entered into the CMMS (or Maximo) promptly and accurately. This includes estimates, expenditures, and all project related activity.

  • As PM, verify that each assigned projects database information is current and accurate on an ongoing basis.

  • Perform miscellaneous tasks and duties as requested by the University Architect, University Engineer, FPD Director or supervisor, in support of tasks and areas of responsibility assigned to the FPD office as a whole.

  • Develop reports and/or grants and present information regarding assigned projects.

  • Assist with campus long-range master plan as assigned.

  • Assist with updates to the KU Design Standards.

  • Assist with KU building condition evaluations and cost estimates.

  • Participate in staff meetings and continuing education programs.

  • Comply with and support directions and decisions made by the University Architect, University Engineer and FPD Director.

  • Performs other related work as assigned.

Required Qualifications:

  1. Bachelor’s degree in mechanical, electrical, architectural engineering or similar program.

  2. Five (5) years’ work experience as an engineer designing or overseeing the design of mechanical/electrical/plumbing systems for buildings, commissioning services, or similar work experience.

  3. If not currently licensed with the State of Kansas as a Professional Engineer, shall meet the requirements to apply for a State of Kansas Intern certificate or Professional license. Must acquire a State of Kansas license within 12 months of employment.

  4. Work experience which required a thorough understanding of building, mechanical, electrical and plumbing codes and construction practices.

  5. Strong written communication skills (based on application materials).

  6. One (1) year experience using Microsoft Office applications and AutoCAD.

  7. Work experience that required the ability to work cooperatively and collaboratively in an occasionally stressful environment, managing multiple simultaneous projects as demonstrated by application materials.

  8. Work experience that required an understanding of energy conservation and sustainability principles and proven experience designing or overseeing energy conservation and sustainability projects.

Preferred Qualifications:

  1. State of Kansas Licensed Professional Engineer.

  2. Advanced skills using AutoCAD and other analytical, CAD, graphics, or imaging software.

  3. Seven (7) years of experience working in an A/E office or in a related building construction field.

  4. Experience in both an office/project management role and in a field/construction administration role.

  5. Experience managing the design and/or construction of university, college, educational or governmental facilities.

  6. Knowledge of the energy audit process.

  7. LEED GA or AP credentials.

Position Overview:

The Project Manager - Engineer is assigned to capital improvement projects, both large and small. The job includes coordinating with appropriate KU staff, other state offices and clients assuring all work meets schedule, budget and campus standards; tracking information and preparing project budgets; preparing reports; and other related duties.

This position is Monday-Friday 8 am- 5pm.
