Position Summary Information
General Summary
TheTechnical Standards Engineering Manageris responsible for creating, establishing, and maintaining pipeline and facility construction specifications. The incumbent will provide expert advice to the design and construction engineering staff and provide technical assistance and training related to specifications and design manuals.
Essential Functions
Develops and/or coordinates with others in the development and revisions of design guidelines, design criteria, standard practices, and specifications for the design and construction of facilities and pipeline projects
Establishes and maintains regulations according to standard specifications.
Assists staff in developing associated policies and procedures to ensure the highest standards of quality are maintained by the regulated engineering trades consistent with Code(s)
Researches products, manufacturers, codes & standards, as well as rules & regulations related to writing specifications
Assists electrical/mechanical and civil sections with developing associated policies and procedures,
Ensures that the highest standards of service are performed and that the Code is presented and interpreted in a fair and consistent manner
Performs plan reviews to ensure compliance with all WSSC Water Standard Specifications
Coordinates and assists in making highly technical judgment determinations on code interpretation related to the WSSC Water Pipeline Design Manual, Standard Specifications, and other guidelines that affect water and sewer pipeline designs, life, health, and public safety
Develops and maintains design, construction standards, and details for new and existing water and sewer pipelines and protection of existing water and sewer pipelines
Coordinates with other WSSC Water Divisions and public agencies regarding design standards for water and sewer pipelines
Coordinates design standards and requirements between the pipeline design manual, WSSC Water Standard Details for Construction, and General Conditions and Standard Specifications
Writes new design standards, specifications, and details for new construction methods and new materials, using National Standards, i.e. as AWWA , ASTM , NACE , etc.
May serve as a technical subject matter expert on design requirements/standards and construction activities
Provides regular feedback and reports to supervisor on matters of special interest or sensitivity that require immediate attention
Prepares technical documents (specifications and other contract documents) for water/wastewater and facility projects
Interprets contract specifications and documents for resolution of legal and contractual matters
Serves as a technical resource for engineering staff by answering questions, solving problems, and making recommendations on product selections
Manages the material evaluation process for products submitted by manufacturers to WSSC Water
Drives a vehicle to conduct WSSC Water business
Other Functions
Prepares and effectively presents highly technical and complex engineering reports and estimates both verbally and in writing
Establishes and maintains a productive working relationship with coworkers and peers, consultants, third party engineers, trade professionals, and the general public
Provides training to WSSC Water employees to ensure consistency of Code/Regulatory interpretation and standard policies
Performs related duties as assigned by supervisor
Work Environment And Physical Demands
Work is primarily performed in an office setting
Occasional visits to construction sites and WSSC Water facilities to perform field inspections and investigations
Required Knowledge, Skills, And Abilities
Advanced knowledge of specifications and codes related to pipeline and facilities design, materials, and construction work
Knowledge of Construction Specification Institute ( CSI ) specifications formatting
Knowledge of specification management systems such as Master Format and/or SpecLink
Knowledge of contract management and invoice payments
Ability to make timely decisions that will have been fairly weighted in advance
Ability to coordinate work and collaborate with others
Superior document organization, writing, and word-processing skills
Working knowledge of civil, structural, geotechnical, and corrosion engineering related to design of water and sewer pipelines
Ability to work efficiently and meet project deadlines
Works effectively with engineering, material, and construction personnel
Good knowledge of municipal public work design procedures and criteria
Demonstrated ability to read and interpret engineering plans, specifications, and contractual documents
Ability to prepare and effectively present highly technical and complex engineering reports both verbally and in writing
Good professional engineering judgment
Effective verbal and written communication skills
Minimum Education, Experience Requirements
Bachelor of Science degree in construction, civil, sanitary, environmental engineering, or related engineering discipline
7+ years of experience in civil design, construction, and/or code experience relative to pipeline and facilities design
Additional Requirements
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
Must maintain required licenses/permits/certifications
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Possess at least one of the following certifications: CSI , CDT , CCCA , and/or CCS
Advanced studies in specifications and/or technical writing
Salary$118,178 - $201,222
