Summary This position is located in Consolidated Patient Account Center (CPAC) with the incumbent serving as a Database Manager. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices. Responsibilities The duties include but are not limited to: Performs a wide range of functions involving the review, analysis and evaluation of billing and collection activity information. Controls, reviews and evaluates system error reports from payers, Austin Automation Center and other sources. Provides assistance as needed to the Billing and/or Collections staff on system operation, enhancements and repair in order to minimize downtime. Reviews claims through random or structure sampling. Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding billing and/or collection activities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am- 4:30pm, Monday -Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides information and assistance to other healthcare team members. Maintains a log of error reports, sources, corrective action taken and timelines. Maintains accurate claims data. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers in a courteous, tactful, and respectful manner. OR, GS-07 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, GS-07 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and presents reports of patterns and trends by carrier, organization, provider, etc. Identifies trends, patterns, deviations, errors, and other activities. Controls, reviews, and evaluates system error reports from payers. Reviews claims for healthcare services, medication or equipment. Reviews billing information entered and maintained in the automated billing system is timely and accurate. Handles conflict and problems in dealing with the customer constructively and appropriately. Establishes and maintains effective work relationships in meeting and dealing with others. OR GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR GS-09 Combination: Applicants may also combine education and experience to qualify at this level. Applicants must have equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Administrative Specialist position, which may be substituted to meet the experience requirements for GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings.
