MINIMUM REQUIREMENTS:
- Graduation from a college or university with a major in accounting or a closely related field; and
- at least two years of professional accounting experience, preferably in a government agency or utility;
- or the equivalent combination of training and experience.
JOB SUMMARY: Under general supervision, performs responsible professional accounting duties in the preparation and maintenance of accounting and financial records for various funds; analyzes and evaluates accounting documents, records and accounts and prepares accurate and timely financial records; and performs related duties as assigned. The Ideal candidate will have a minimum of two years' experience with State and Federal grant accounting. Have experience with reimbursement requests, financial reporting, compliance, and compiling year end SEFAs. Have experience in coordinating Audits. This position will be responsible for financial duties associated with maintenance of financial records for the District, Southern Nevada Water Authority (SNWA), Springs Preserve, Big Bend Water District (BBWD) and other small systems.
Knowledge of: Principles, practices and terminology of general, fund and governmental accounting, including financial statement preparation and methods of financial control and reporting; provisions and pronouncements of accounting standards, including GAAP and GASB applicable to the work; principles, pronouncements, practices and procedures applicable to revenue, cost, fixed asset, inventory and debt related accounting in areas of assigned responsibility; internal control principles and audit practices and procedures; functions and operations of enterprise accounting and financial software and software tools used for testing and validating system processes and for data analysis; advanced uses and operations of spreadsheet software; research methods and statistical and financial analysis techniques; effective business communication principles and practices.
Ability to: Operate a computer and use standard business software and complex enterprise accounting systems; verify the accuracy of financial data and information; analyze, classify, post, balance and reconcile financial data and accounts; prepare clear, concise and complete financial documents, statements and reports; understand, interpret, explain and apply District/SNWA accounting policies procedures and systems of internal control; understand, interpret, explain and apply local, state and federal law, codes, ordinances and regulations and professional accounting standards regulating District/SNWA financial accounting, reporting and recordkeeping; exercise sound independent judgment within established guidelines; interact collaboratively with other accounting staff and managers and staff of other departments and entities to address accounting and reporting issues, questions and problems; communicate clearly, effectively and courteously; establish and maintain highly effective working relationships with managers, supervisors, employees, staff of other entities and others encountered in the course of the work.
