Nature of Work

Utility Rate Analyst performs rate and financial planning for the Utilities Department, including developing and reviewing revenue projections, rate studies, regulatory analysis, statistical reports and budget preparation.

ENVIRONMENTAL FACTORS

The position functions within an office environment.

PHYSICAL FACTORS

Position functions within an office setting approximately 80% at a desk; approximately 50% of the day involves hand coordination for operating a keyboard, mouse, 10-key calculator, and writing.

WORK SITUATION FACTORS

Position involves high mental stress induced by constant demands and pressure to meet critical deadlines and extended hours beyond a regular work day/week. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Full-time; Regular; Exempt position

This position is graded an RX19.

Duties and Responsibilities

• Conducts technical preparation and analysis of the Utilities Department annual budget, including revenue, line items, inter-fund transfers and capital projects; prepares budget adjustments, amendments and fiscal impacts; recommends budget and cost controls, financial and accounting analysis.

• Reviews and recommends the economic and statistical parameters for economic modeling in the preparation of revenue, billing, consumption and cost projections for gas, water, wastewater and solid waste utilities.

• Recommends changes to electronic systems, internal controls and compliance with laws, regulations, pronouncements, policies and procedures.

• Prepares forecasts of customers served, consumption and sales revenue using formal statistical modeling.

• Prepares cost analyses, including cost of service and related studies.

• Reconciles various analysis, studies and financial reports utilizing various accounting methodologies.

• Prepares load studies and bill and consumption analyses; analyzes customer consumption patterns and significant customer impacts.

• Prepares and interprets utility rate tariff schedules; ensures the utility billing system accurately reflects the provision of each rate schedule.

• Identifies, prepares and coordinates initial documentation for grants/loans offered by state and federal agencies; reviews and provides supplemental documentation/information on grant/loan reimbursement requests.

• Identifies significant variances from projected revenues and expenditures.

• Prepares and administers financial, economic and/or statistical models.

• Develops and prepares various presentations to the City management, City Council, various committees and commissions.

• Reviews and/or prepares reports and recommendations of business plans, forecasts, revenue and cash demands; assesses alternatives.

• Serves as a project leader; instructs assigned staff members; ensures projects are performed in compliance with policies, procedures, accuracy and timeliness of assignments.

• Monitors and remains current with various aspects and trends regarding utility regulation; interprets the financial impacts to the City's utilities.

Minimum Qualifications

Bachelors Degree in Accounting, Economics, Business Administration, Utility Regulation Management or related field PLUS three years of experience performing functions related to utility rate analysis. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

LICENSES/CERTIFICATION(S)

Valid driver's license is preferred. If applicable, position requires an acceptable driving record in accordance with City policy.

Knowledge, Skills, and Abilities

Considerable knowledge of:Cost analysis and cost accounting principles and their application to utility rate development; principles, concepts and current practices used in the design of utility rates; operations and regulation of public utilities; generally accepted accounting principles; forecasting; economic and statistical principles and budgeting concepts for utilities; data collection and analysis; advanced statistics; cost allocation and rate design.

Ability to:Develop and analyze revenue requirements; communicate effectively, both orally and in writing; participate in the implementation and integration of Rate Making theory; perform complex technical reading and writing and mathematical calculations; perform complex problem solving; effectively utilize presentation and data base applications.

Skills in:Personal computer and various software applications.
