Nature of Work

Maintains and updates Geographic Information System (GIS) database, and provides assistance in data compilation and retrieval of maps and data for City departments and citizens.

Environmental Factors

Work is performed primarily in a standard office environment; occasional field work may be required.

Physical Factors

Light physical demands with frequent use of a personal computer.

Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Full-time, regular, non-exempt position

This recruitment will be used to fill a full-time, regular position in the Community Development Department, but may be used to fill vacancies in various City of Las Cruces departments.

Position is graded at RN12

Duties and Responsibilities

  • Inputs, updates , and maintains the City's GIS database and maps according to department policies and procedures using ESRI GIS software; assists in cleaning up data and making corrections in response to changes and additional data sets integrated into GIS.

  • Updates the digital data layers and creates corresponding maps; compiles geographic data from a variety of sources; scans, rectifies, and digitizes data; enters data attributes, checks for errors, and verifies accuracy; makes required corrections , edits and refines GIS data, and updates database; performs quality control checks to assure integrity of GIS data and applications .

  • Produces effective maps , applications, reports, and solutions; determines and executes the appropriate sequence of data processing tasks; uses established GIS to generate and utilize spatial overlays and models; prepares maps, plans, charts and other graphics as directed.

  • Provides assistance to departments, clients , and general public in obtaining information; researches and compiles materials and maps; produces digital copies of City data as requested ; responds to requests for information; provides technical information to citizens and City staff as authorized.

  • Writes, updates, and maintains user documentation and procedures for GIS applications; maintains standard maps, map templates, and layer files.

  • Contributes to the development and implementation of GIS data structure and database design, Metadata standards for GIS data, and quality assurance and control methodologies for GIS datasets.

  • Assists and trains city staff members in the operation of online GIS applications and software, the query and display of geographic data and other GIS related questions.

Minimum Qualifications

Associates degree in Computer Science , Geography, Geographic Information Systems and Technology, Geology, Information Technology , Engineering Technology, Management Information S ystems or related field AND one (1) year of GIS systems and software experience. Experience using ArcGIS (ArcGIS Pro, ArcGIS Online, and Portal) is preferred; experience with Intergraph, or AutoCAD will be considered. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)

Valid driver’s license is required . P osition requires an a cceptable driving record in accordance with City of Las Cruces policies .

Knowledge, Skills, and Abilities

K nowledge of: principles, practices, techniques, activities, rules, and regulations related to land planning, surveying, mapping, global positioning systems and usage of aerial ph otography and satellite imaging; principles and practices of geographic information systems, including data compilation techniques, ESRI, ARCINFO software applications , graphics applications and overlays, and spatial models for computer analysis; principles and capabilities of computer systems, including networked envi ronments and peripheral devices; GIS database systems integration, quality assurance procedures, and documentation of data sets; basic hardware and soft ware troubleshooting techniques; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service , and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools , materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies , and procedures to effectively perform the required functions and duties of the position.

Ability to: prepare neat and precise maps from plans, sketches, verbal descriptions, and s pecifications; maintain a high level of attention to detail for quality control purposes; maintain effective documentation and system backups of maps and data; assist in providing data and maps for detailed operation analysis; apply results of analysis to insure accuracy and completion of map and related data profiles ; perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats ; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.

Skills in: reading, understanding , and applying relevant rules, ordinances, codes, regulations, policies, and procedures ; Read ing , understand ing , develop ing , manipulat ing, and analyzing geographic information in a variety of data formats and projections; perform ing accurate data entry and mathemati cal calculations; c omputer cartographic design, layout, and production for a variety of different subject matter; understanding and working with data from multiple public and private sources; maintaining accurate and interrelated database records; interpret ing technical instructions and analyzing complex variables ; effectively managing assignments ; responding to inquiries timely and within the scope of delegated authority ; responding appropriately, maintaining objectivity and freedom from prejudice, and exercising sound judgment and understanding in all interactions ; effectively working independently , or as a team member, in various environment s with changing priorities ; preparing and presenting various reports , documents, forms, and correspondence; researching information, analyzing data, maintaining accurate records, and updating information in various mediums and formats; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating appropriate and effective interpersonal communication and conflict resolution skills; performing highly effective support in assigned areas.
