Nature of Work

Ensure compliance related to various federal, state, and local environmental rules and regulations pertaining to design, construction, inspection, and development activities.

Environmental Factors Work is performed in a standard office environment, with frequent visits to various locations and construction sites in outside environments with exposure to inclement weather, construction equipment, noise, uneven terrain, and varied traffic conditions.

Physical Factors Moderate physical demands; ability to lift and carry up to fifty (50) pounds; may be exposed to frequent climbing, bending, kneeling and lifting; frequent use of a personal computer.

Work Situation Factors Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded RN16.

Duties and Responsibilities
  • Conducts plan reviews, field inspections, and evaluations of permitted and City projects to certify compliance with adopted regulations, approved plans, and Environmental Protection Agency (EPA) rules and regulations.
  • Ensures compliance of the Wind Erosion Control Ordinance and Storm Water Management Ordinance in accordance with the standards established in the Clean Water Act and the National Pollutant Discharge Elimination System (NPDES) and other EPA and City Ordinances.
  • Researches, creates, implements, oversees, and reviews a variety of environmental programs and plans including, but not limited to, fugitive dust awareness, wind erosion control plans (WECP), and storm water pollution protection plans (SWPPP) to facilitate proper installation and maintenance, education, training, outreach, and enforcement activities.
  • Consults and coordinates with code enforcement staff to ensure environmental compliance and provide interpretation of applicable ordinances; submits permit requests such as Notice of Intent (NOI), and Notice of Termination (NOT), to comply with EPA requirements.
  • Evaluates existing programs, processes, procedures, and activities to recommend and implement process and program improvements; maintains and organizes records and compiles, tracks, and analyzes data to prepare and present various special and recurring reports.
  • Coordinates public relations activities by participating in meetings and on committees regarding environmental issues; develops reports, provides materials and related information in various venues and mediums to expand public education, awareness, and outreach activities.
  • Manages and collaborates on special proj cts and studies as required to meet established objectives.
Minimum Qualifications

Equivalent of an Associate's Degree in Civil, or Environmental Engineering, Environmental, or Soil Sciences, Geology, or related field AND three (3) years of experience in environmental regulatory compliance. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

LICENSES/CERTIFICATIONS Valid drivers license is required. Erosion Sediment Storm Water Inspector (CESSWI) certification required within one year of employment. Professional Erosion Sediment Control (CPESC) certification is preferred at time of hire. Position requires an acceptable driving record in accordance with City policy.

Knowledge, Skills, and Abilities

General knowledge of:federal, state, and local environmental and General Construction Permit rules and regulations pertaining to design, construction, inspection, permitting, and development activities; construction methods, materials, and design standards; principles and practices of building inspection, and plan review; occupational hazards and safety precautions in construction areas; principles of record keeping and records management; business and personal computers, and standard business software applications; City organization, operations, policies and procedures to successfully perform and complete the assigned duties and responsibilities.

Ability to:assess and prioritize multiple tasks, projects, and demands; interpret and apply local, state, and federal rules, regulations, policies and procedures; effectively communicate in verbal and written forms to groups and individuals of varied backgrounds; establish and maintain effective and appropriate relationships with city employees and the public; take initiative and exercise sound judgment within areas of responsibility; prepare and present accurate and reliable reports containing findings and recommendations; safely and effectively use and operate basic equipment, tools, and materials common in conducting field inspections; safely operate a motor vehicle and navigate across even and uneven surfaces; perform a wide variety of duties and responsibilities timely and with accuracy to meet deadlines and ensure achievement of City goals and objectives.

Skills in:performing inspections to ensure compliance with environmental rules and regulations; reading, interpreting, understanding, and applying standards, policies, procedures, Federal, state, and local rules and regulations; detecting deviations from plans and regulations to recommend appropriate corrective measures for compliance; operating a personal computer with installed generic and specialized software which includes, but may not be limited to, ArcMap, ArcPad, and other industry related software; preparing and presenting information in a clear and concise manner; demonstrating effective interpersonal relationships; analyzing issues, evaluating alternatives, and making logical recommendations based on findings.
