Nature of Work

Plan, organize, and direct activities, staff, and programs involving the development and management of Capital Improvements Projects and Engineering support of all Operations in Natural Gas and Energy, Water, Wastewater, and Solid Waste ensuring effective management and resource allocation to meet goals and objectives.

ENVIRONMENTAL FACTORS

Work is typically performed in an office environment; occasional examination of field sites requiring the ability to navigate across even and uneven surfaces.

PHYSICAL FACTORS

Light physical work involving motor skills when utilizing computer or other instruments; requires work with standard office equipment and files; required to operate a vehicle; strong verbal and auditory abilities; visual acuity to review documents, handwritten records and typed documents.

WORK SITUATION FACTORS

Required emergency call back and extended hours when necessary; periodic out-of-town travel required. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded AD30.

Duties and Responsibilities
  • Develops, reviews, recommends, and implements policies, plans, and strategies for projects; defines project scope and priorities based on current and future needs to include Project Scoping Reports (PSR) preparation, review and procurement of design and environmental services as related to scoping reports.
  • Works with the development community, engineering community and other City Departments in the development of appropriate utility plans and specifications to ensure quality utility development.
  • Works with industry and other state, regional, and national stakeholders to keep current on industry trends, regulations, and legislative issues at the state and federal level; attends external training on key issues and changes in legal requirements and keeps abreast with latest trends and requirements and advises the Utilities Director and appropriate Utility Deputy Directors of relevant changes.
  • Develops capital projects; prepares, proposes, and implements the five (5) year Capital Improvement Plan; coordinates the development and/or modification of the Utilities design standards; Oversees and supervises the engineering and project management of all capital projects to ensure compliance with established parameters and applicable local, state, and federal standards.
  • Serves as a member of the Utilities Management Team; coordinates with other lines of business and programs and Departments to integrate projects of mutual concern; provides input to the management team to improve the level and quality of Utility services; participates in formulating fi cal policy on behalf of the Utilities and Utilities Board of Directors.
  • Manages staff through appropriate delegation and work supervision; meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress in order to anticipate technical and management problems; recommends changes to improve the organization's functions and processes; interprets statutes and regulations; provides leadership, direction and coaching to employees; provides assistance and training in technical issues, techniques, statutory requirements and other responsibilities.
  • Develops and monitors line of business and program budgets; approves budget expenditures; prepares special and recurring reports; proposes and recommends budget changes/revisions for project and resource needs. Develops and evaluates program objectives, priorities, and goals; manages projects and programs; participates in strategic planning; assures activities comply with established policies and processes.
  • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement;interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
  • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
  • Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.
Minimum Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's Degree in Civil Engineering or directly-related field PLUS five (5) years experience in utilities engineering design and administration to include contract interpretation, preparation, and execution of agreements and three (3) years of supervisory experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

LICENSES/CERTIFICATIONS

Valid drivers license is required. Position requires an acceptable driving record in accordance with City policy. A current and valid Professional Engineering (PE) License in the State of New Mexico is required.
