Job Description
The State Budget Office (SBO) is responsible for developing the governor’s Executive Budget recommendation, presenting budget recommendations to the Legislature, and implementing the approved budget signed by the governor. Learn more atwww.Michigan.gov/budget.
The Office of Health and Human Services (OHHS) is responsible for budget matters related to programs administered by the Michigan Department of Health and Human Services (MDHHS). This includes Michigan’s: Medicaid and other public assistance programs, public and mental health programs, and child welfare functions.
As a Human Services Section Manager within OHHS, this critical role will provide professional, administrative, and analytical support to aid in aligning, directing, implementing, and monitoring departmentwide organizational activities including:
Coordinating and directing the work of budget analysts to prepare assigned portions of the Executive Budget
Working with the Legislature to obtain passage and implementation of the Governor's recommendations for assigned area, which includes Children’s Services, Public Assistance, Child Support, Departmental Administration, and Information Technology.
Overseeing and monitoring budget implementation activities to ensure the budget is implemented in accord with state laws and administrative procedures.
Identifying and recommending budget adjustments as needed.

Is an excellent communicator, can effectively give oral and written reports, and prepare clear and concise documentation both verbally and electronically.
Is extremely organized, with good time management skills and knows the importance of a timeline.
Has experience performing research, public policy analysis or public sector fiscal analysis involving health and human services programs and policies, medical services delivery, or related federal revenue programs.
Has experience developing, evaluating, and monitoring public sector budgets.

Office location is Lansing, MI, however, this position may work a hybrid work option (combination of remote/in-office) which requires two days working on-site at the official workstation with the potential of up to three days remote work per week.
Candidates should confirm work location and schedule at the time of interview. Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position. Relocation expenses are not reimbursed.
Required Education and Experience
Education
Possession of a bachelor's degree in any major.

Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Relevant experience for this position includes thorough knowledge of the State of Michigan’s legislative process, particularly the appropriations process. Knowledge of Michigan state government organization and functions. Prior experience performing research, public policy analysis or public sector fiscal analysis involving health and human services programs and policies, medical services delivery, or related federal revenue programs is desirable.
Alternate Education and Experience
Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements.
