Job Description

This position serves as the expert and State of Michigan specialist on issues related to the Michigan Public Service Commission’s administration of Michigan Energy Assistance Program (MEAP), and future grant programs. Act 615 of the Michigan Public Acts of 2012was enacted on March 28, 2013 creating the Michigan Energy Assistance Act. Public Act 95 of the Michigan Public Acts of 2013 (MCL460.9t) was enacted creating the Low-Income Energy Assistance Fund (LIEAF). The Act allows the Michigan Public Service Commission to annually approve a low-income energy assistance funding factor, not to exceed $50,000,000 to fund the LIEAF. Department of Health and Human Services (DHS/DHHS) has entered an Interagency agreement with the Department of Licensing and Regulatory Affairs (LARA) to perform the administration and monitoring of the MEAP that provides energy assistance to eligible low income households statewide. Responsibilities include serving as liaison and advisor to the Commissioners, Division Director, Manager, LARA and other state agencies on issues related to the MEAP. This position independently researches, collects data, develops project concepts, and provides analyses and recommendations regarding potential projects to be funded by the LIEAF. The MEAP Specialist advises and coordinates with commission and other department staff in developing the complex and highly technical requests for proposals for all grants, and contracts for services that are funded through the LIEAF and related federal funds. The position is responsible for administering, monitoring, and implementing grants and contracts for MEAP, the services funded by the LIEAF, and other funding sources.

Required Education and Experience
Education
Possession of a bachelor's degree in any major.

Paid Parental Leave:Eligible employees can take 12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.
