The primary purpose of this position is to to provide specialized support to 363 ISRW Capability-Based Planning, Programming, and Requirements Management processes. Responsibilities -Analyzes, evaluates, and participates in the development of detailed plans, goals, and objectives for long- range implementation of assigned MAJCOM ISR program(s). Researches, interprets, analyzes, complies, and applies applicable laws, regulations, instructions, and other guidance to participate in the development, enhancement, and/or execution of program(s) and projects for which responsible. Provides assessments and recommendations on development of organizational goals, objectives, concepts, architectures, resource requirements, strategies, long-range plans, and/or tactics for successful accomplishment of current and future ISR missions and programs. -Implements strategic planning and programming processes to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed ISR plans, budgets, and schedules for assigned major programs and/or participates with senior analysts and management in fiscal planning. Integrates ISR requirements into the annual fiscal programs; e.g., Future Years Defense Program (FYDP) Program Objective Memorandum (POM) for USAF, Air Reserve Component (ARC), Consolidated Cryptologic Program (CCP), and Military Construction (MILCON). -Documents planning and programming recommendations in appropriate formats to meet AF and MAJCOM requirements. Identifies non-standard or emerging ISR operational requirements, assesses impact on assigned program(s), and proposes recommendations. Participates in analyzing problems created by the incompatibility of future programs and recommends corrective action. -Develops and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, propose resolutions to resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Prepares a variety of correspondence and other documentation; e.g., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and skill in applying extensive ISR research and analytic methods, techniques, and practices to difficult and complex planning, programming, and requirements management work assignments. Knowledge of analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from various ISR sources when this requires considering the applicability of information and the characteristics and quality of the sources. Demonstrated knowledge of the national IC, Joint, DoD, USAF, and MAJCOM structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of USAF ISR Capability-Based Assessment (CBA) and Capability-Based Planning (CBP) processes utilizing a wide range of qualitative and/or quantitative methods for assessment and process improvement. Knowledge of USAF ISR planning and programming process to include an understanding of USAF, MAJCOM and NAF Corporate Processes for development of Planning Force Initiatives (PFI's) and Air Force Program Objective Memorandum (AFPOM) to include Total Force Association Proposal (TFAP), CCP, and MILCON. Knowledge of USAF Requirements Management processes to include ability to review ISR-related mission assessments, self-assessments and development of material and non-material solution approaches to documented ISR capability gaps, needs, deficiencies, or shortfalls. Skill in Wing-level ISR planning, programming, and requirements management governance structure with associated abilities to facilitate senior-level decision fora; develop meeting agenda; develop scheduling and after- action messaging; schedule meetings; conduct advance senior-leader coordination and preparation; establish meeting time tables; and facilitate meeting execution. Ability to plan, organize, and negotiate ISR-related studies or projects effectively with senior analysts and management to develop and present proposals and/or recommendations that can involve substantial resources and may require extensive changes in established concepts and procedures. Ability to communicate clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, contractors, and other agencies to work out solutions to problems, prepare professional level documents and studies, and decision briefs. CONDITIONS OF EMPLOYMENT CONT'D: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program as a preferred position identified by security clearance requirement. Employee must pass initial and periodic short notice drug testing.
