The primary purpose of this position is to serve as the Facility Manager, performing operations and maintenance (O&M) duties. The position is responsible for planning, programming, obtaining approval/funding, and executing Real Property Maintenance Account (RPMA) activities, including real property maintenance (RPM) and real property services (RPS) in support of the global mission. Responsibilities Plans, organizes, and directs the work requirements of the 480 ISRW to maintain primary Wing facilities. Plans and coordinates all work requirements to ensure maintenance of facilities, uninterruptable power supplies (UPS), HVAC, and other related utilities are managed and maintained. Oversees facility management resources and requirements including service contracts, financial programs, space utilization, and information resources. Executes facility management programs that often require frequent modifications, additions for new equipment, site preparation, and service modification, while preventing waste and abuse in execution. Implements and evaluates programs to account for facility requirements and facility safety risks related to real property in use by the 480 ISRW. Maintains a safe environment and implements systematic processes that identify and eliminate safety hazards to facility occupants, consistent with Air Force and local base standards. Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work and logistics efforts. Communicates clearly and officially on various facility-related topics on behalf of 480 ISRW with all levels of Department of Defense (DoD) management and the National Security Agency (NSA). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and Individual Occupational Requirement for Facility Operations Services series 1640. Salary Ranges includes local market supplement This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices concerning the technical knowledge of general facilities, facility management practices, and project management. Knowledge of facility, civil and other principles to support intelligence, secure communications, and physical protection of Air Force infrastructure. Knowledge of Public Law, DoD directives and regulations, AF regulations and policies to ensure compliance with engineering, design, facilities, environmental and contracting guidelines in the development, design, or processing of all projects and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and experience in activities that involve managing a team and the operation, maintenance, and repair of buildings, grounds, and expensive support equipment, facility and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations, and standard contracting regulations, practices, and procedures. 2. Knowledge of electrical, plumbing, air conditioning, heating, telephones, security systems, fire alarms, fire protection, and physical security systems; and Air Force Civil Engineering policies and practices related to facilities management and alteration; and program planning and budgeting cycles to ensure project and program requirements are based on funds availability. 3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 4. Skill in adapting and applying facility guidelines; analyzing results; recommending changes to deal with complex and unique facility issues; and gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, making recommendations to resolve problems; and reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. 5. Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other disciplines and architects; and plan, conduct, and record site/facility surveys and inspections. 6. Ability to communicate effectively, both orally and in writing, negotiate complex issues, and maintain good working relations.
