Wyoming Life Resource Center Facility Administrator in Lander, Wyoming

The WLRC is dually licensed as an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) and a Skilled Nurse Facility (SNF).  The ICF/IID provides care for individuals with intellectual disabilities and exceptionally difficult behaviors.  The SNF is for individuals who meet the SNF level of care but are hard to place, have high medical needs, or have a neurocognitive disorder that manifests in exceptionally difficult behaviors.  The WLRC is designated as the state safety net facility for eligible individuals.  In addition, the WLRC serves individuals experiencing difficulty maintaining in the community or a community nursing home.

  • Provide high-level leadership, supervision, and strategic direction for the day-to-day operations of the 24/7 Wyoming Life Resource Center with 300+ employees and 109 residents.
  • Be accountable for planning, directing, leading, and evaluating all operations for the WLRC.
  • Work closely with local community hospitals, medical providers, law enforcement, and other agencies directly interacting with the WLRC.
  • Provide residents with support, respect, confidentiality, and independence, and ensure the rights of each resident are protected.  Promote health and wellness as formulated in each resident's program plan.  Allow each resident opportunities for choices in home, work, and leisure.  Maintain a center of excellence as part of a statewide network providing services to support residents, their families, and communities.
  • Direct, instruct, counsel, and guide supervisory and management-level subordinate employees.
  • Set policy, proactively identify and address issues, appoint committee members, and meet organizational and strategic goals of the WLRC.
  • Collaborate with stakeholders within state government, guardians, and Protection and Advocacy System, Inc. in planning and implementing a comprehensive care system.
  • Coordinate with the Division of Healthcare Financing, Behavioral Health Division, other state facilities, and Home and Community-Based Services Waiver staff as an integral part of the continuum of care in Wyoming.
  • Ensure compliance with regulatory provisions, plan and set goals for optimal resident care, and maintain Centers for Medicare and Medicaid Services (CMS) certification and state licensure.
  • Prepare reports on operations as requested by outside entities and legislative reports as required.
  • Coordinate and promote collaboration between medical staff, nurses, behavioral health services, therapeutic recreation specialists, dietary, pharmaceutical services, security, chaplains, and other specialty services that ensure the health and safety of the residents.
  • Work with management in conceiving, developing, and maintaining work standards, policies, procedures, rules, regulations, and program planning.
  • Direct community and state outreach, expand local and public organizations' networks, and educate Wyoming citizens on the mission of the WLRC.
  • Ensure resident rights are protected while meeting their medical, physical, and emotional needs through program oversight.
  • Oversee all fiscal responsibilities of the WLRC, including budget management, human resources, staffing, maintenance, and construction efforts.
  • Coordinate and communicate with all WLRC departments and empower employees to assist in improving resident services.
  • As the head of the WLRC physical plant, responsible for overseeing construction, remodeling, maintenance, and any projects related to these tasks.
  • Maintain the Green House Model for ICF/IID and SNF residents.
  • Other duties as directed by the Behavioral Health Division Senior Administrator or designee.
