National Park Service Safety and Occupational Health Manager in Lakewood, Colorado
Summary The position serves as the Program Manager for all aspects of the Safety, Health and Wellness Programs in the National Park Service (NPS), Regions 6, 7, 8 (Intermountain), Directorate of Facilities and Lands. The Intermountain Region includes over 80 national park units throughout an eight-state area from Montana to Texas. Responsibilities The position develops a variety of policies, programs, and actions, utilizing excellent skills in leadership, communication, and program management. The position serves as the principal advisor to the Regional Director, Regional Executive Team, Associate Regional Director, and park managers on all facets of Safety, Health, and Wellness programs. Provides leadership and support to safety staff throughout the Region to assist them in planning and executing their programs in a manner consistent with national and regional Safety, Health, and Wellness (SHW) objectives and requirements. Develops and oversees efforts to ensure SHW management systems are in place and functioning, that managers understand their responsibilities of safety and well-being of their personnel, and that all program areas incorporate SHW practices at all levels of program planning, direction, administration, and execution within the Region. Responsible for overall allocation of staff time and effort of the regional office safety team. aligns staff work to ensure the best use of regional office Safety Division resources. Provides oversight to the determination of priorities for each regional office staff member, and heavily influences the workplans of the 20 full time safety managers and 30+ collateral duty safety managers throughout the Region. Provides guidance to the management staff of 80+ parks within the Region. The regional program includes more than 50 safety contacts identified for parks, ranging from approximately 20 fulltime safety managers to 30+ employees with collateral safety responsibilities, to Superintendents filling a safety leadership role, as well as regional safety contacts and specialists in a variety of other disciplines. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-11/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Plans, directs, coordinates, and provides strategic leadership for all safety activities for a multi-discipline workforce operating over a broad geographic area. Responsible for internal safety coordination, safety policy setting, and safety policy implementation across an organization, program or workgroup. Supervises GS-12 or above safety or risk managers/professionals. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Work is generally sedentary, with occasional travel and visits to parks, central offices, and remote and undeveloped work locations. Travel is by various means including unusual modes of transportation. Work may involve some physical exertion requiring a moderate level of fitness and agility. Working Conditions: Work is generally performed in an office setting but can involve regular travel. Occasionally, some exposure to hazardous conditions is required in evaluating specific problems that may include chemicals, moving machine parts, dangerous wildlife, severe weather, and difficult terrain. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service.
