Office of the Secretary of the Interior Personnel Systems Analyst in Lakewood, Colorado
Summary This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Personnel and Payroll Systems Division. The incumbent will be responsible for serving as a systems subject matter expert providing analysis and testing for systematic enhancements, addresses systematic defects, maintains the integrity and functionality of the Federal Personnel and Payroll System (FPPS). Responsibilities Researches and analyzes functionality of the system to identify capabilities in relation to existing system requirements, deficiencies, and problems. Recommends modifications or other solutions to the problem areas identified. Analysis includes factors such as changing laws, regulations, client policies, and resource constraints in accomplishing the changes. Coordinates findings and recommendations with other functional and system specialists to achieve maximum efficiency and effectiveness of the system. Assures assimilation of the impact of findings and modifications proposed by other analysts into final recommendations for system modification, development, implementation, and maintenance. Develops comprehensive system test plans and continually studies, revises, and improves existing test plans by developing appropriate test cases whose results will validate an automated system. Works in a team concept with technical experts to ensure that all regulatory and client functional requirements are adequately and fairly incorporated within the design specifications of an automated system. Selective Service registration required for male applicants, unless exempt. Qualifications At the GS-11 level, you must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-09 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to researching and interpreting human resources regulations; coding and processing personnel actions in an automated personnel system; and using human resources regulations to identify necessary changes to an automated personnel system. OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if in a related field in one of the following fields: Business Information Systems, Management Science, Information Technology, Analytics, Business Management, Accounting, Finance or other filed directly related to the work of this position. OR C. A Combination of education and experience as listed above. At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Researching and interpreting human resources regulations and analyzing the effect of the regulations on an automated personnel system; advising on applicable regulations to reference when coding and processing personnel actions in an automated personnel system; and developing complex human resource related test cases to validate the functions of an automated personnel system.
