Description of Job

The Commercial Driver License (CDL) unit supports the Driver Training and Education (DTE) Program by providing training for third-party examiners, and ensuring third-party CDL examiners and testing units are compliant with State and Federal regulations. The CDL Compliance Unit (CDLCU) approves skills test lots and test drive routes, analyzes and evaluates all testing records, approves testing facilities and equipment used for CDL testing.

The CDLCU is currently hiring for a Compliance Lead to manage their remote workforce. Duties for this position include, but are not limited to:

  • Monitors and supervises four (4) CDL Compliance Auditors

  • Sets audit schedules to ensure that all units are audited at least once per year, decides which units should be audited more than once per year based on previous audit performance, and determines which testing units require covert audits

  • Reviews and signs off on all audit reports, edits reports as necessary, and works with the unit manager to determine if violations or suspensions are justified

  • Reviews CBI/FBI background checks to determine eligibility to become a third-party examiner

  • Inspects the physical facilities and equipment for those organizations seeking approval as a commercial driver license testing unit

  • Provides information to CDL examiners as well as the public concerning rules, regulations, and procedures that govern the CDL third-party testing program and works with the unit manager to determine if rules need to be modified or amended

  • Maintains partnerships with outside companies, state agencies and federal agencies including but limited to: American Association of Motor Vehicle Administrators (AAMVA), Federal Motor Carrier Safety Administration (FMCSA), Colorado Motor Carriers Association (CMCA), and Truckers Against Trafficking (TAT)

  • Develops, maintains, and revises policies and procedures for the general operation of the CDL compliance program and its related activities to prevent illegal, unethical, or improper conduct

  • Reviews auditing worksheets, audit contents and outcomes to compile reports for upper management

    This position is primarily hybrid, but may be required to conduct in-person audits at third-party CDL testing units by traveling statewide to inspect contracts, student records, contracts, site evaluations, drive test routes, testing records and CDL examiners.

MINIMUM QUALIFICATIONS:

Experience Only:

Five (5) years of relevant experience in a regulatory environment to include experience with compliance and auditing.

OR

Education and Experience:

A combination of related education and/or relevant experience in a regulatory environment to include experience with compliance and auditing. equal to five (5) years

Special Requirements:

A valid, non-restricted State of Colorado Class A CDL (Commercial Driver License) is required for this position

  • Candidates may possess a Class B CDL with the intent to upgrade to a Class A within 6 months of hire

Preferred Qualifications:

The ideal candidate will possess the following skills:

  • Previous experience in developing and delivering training to adult learners

  • Prior experience in auditing or compliance roles, preferably within a regulated industry

  • Experience performing audits to assess full compliance with statutory and regulatory requirements and ability to identify fraudulent activity

  • Knowledge of regulations and industry standards (FMCSA, Colorado Statutes, CDL Handbook, CDL Examiner Manual)

  • Ability to analyze complex data, identify patterns, and interpret regulations to assess violations or sanctions

  • Demonstrated ability to work independently and collaboratively in a fast-paced environment

  • Proven leadership abilities, including experience in managing teams, providing guidance and mentorship, and fostering a culture of compliance within the organization

  • Ability to uphold the highest ethical standards and integrity in all aspects of auditing

  • Ability to maintain independence and objectivity while conducting audits and addressing compliance issues

  • Previous training experience and/or presenting materials to a group

  • Proficient in Google Docs, Sheets, Word and Excel

  • Excellent communication skills (both oral and written) as well as interpersonal and customer service skills

  • Strong attention to detail with a focus on organization and order

  • Strong decision making skills

  • Experience in developing, working with, and managing a remote team

  • Experience creating reports and analyzing audits with the ability to make proper recommendations

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
