Bureau of Land Management Administrative Officer in Lakewood, Colorado

Summary This position is located in the Colorado State Office, in Lakewood, Colorado. This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority. Responsibilities Serve as the Administrative Officer/Branch Chief, Business Services, State of Colorado, Bureau of Land Management (BLM). Oversee planning, directing, and timely execution of various support programs. Manage all aspects of BLMs Business Services for BLM Colorado and provided expert guidance. Supervise a full range of business and administrative functions accomplished by approximately 7 subordinates to include 3 subordinate supervisors. Oversee State Office building management, building security, records management, mailroom operations, the State Leasing Program, budget development and execution, business and financial management. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described below. Specialized Experience GS-13: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) leading administrative duties such as work assignment distribution, performance management, recruitment, and/or financial management; (2) analyzing administrative programs or policies to recommend ways to improve effectiveness, efficiency, or compliance; (3) coordinating with internal and external stakeholders to assess feasibility of administrative systems; (4) providing assistance to employees on correcting or improving administrative program performance. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to travel overnight away from home up to 5 nights per month. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals. Physical Demands: Work is mostly sedentary, being performed in an office or conference room while seated at a desk or table. Some travel in airplanes and by vehicle is required. Working Conditions: The employee's work is normally performed in an office setting. Occasional travel may be required to field, activities for fact finding, activity review, and determination of activity performance.
