Naval Air Systems Command Program Manager, Expeditionary Airfields (EAF) Product Team Lead (PTL) in Lakehurst, New Jersey
Summary You will serve as an EAF Program Manager in the VLA & Information Systems Branch (BL16200) of NAVAIRWARCENADLKE. Responsibilities You will determine resource needs (e.g., funding, manpower, facilities) for life-cycle management of a program. You will advise managers and senior leaders on program or project financial and manpower resourcing and execution. You will coordinate with customers and business financial managers to ensure program funding requirements are met. You will collaborate with senior leaders to define, integrate, or implement strategic direction for a program. You will prepare written reports to provide program status updates to executive program officers. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (DA/05/GS 12-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Providing overall direction, coordination and management of all facets and functions of a major technical program or several closely related technical programs and serving as the as the central point of contact within the program office for all matters concerning the program; 2) Developing and coordinating all required program acquisition documentation and briefings; and ensured all program requirements and milestones were communicated and coordinated with program leadership; 3) Developing and promulgating detailed program budgets with internal and external stakeholders through the PPBE process and interfacing with Resource Sponsors in developing and defending requirements and program budgets; 4) Planning, managing and controlling all work efforts of IPT members from the necessary functional areas and for managing and supporting teams to achieve program technical, cost and schedule objectives; 5) Directing the development of comprehensive program plans to ensure fulfillment of technical, cost schedule and performance objectives and Insuring that all planning is fully integrated with the overall program team effort and that of any other participating services and agencies when necessary; 6) Serving as liaison and representative in negotiations with other commands and offices of the Navy, DOD, other governmental agencies and private organizations on matters pertaining to the program.
