Air Force Materiel Command ACQUISITION PROGRAM MANAGEMENT SPECIALIST in Lackland AFB, Texas

The primary purpose of this position is to serve as an acquisition program manager within the Cryptologic and Cyber Systems Division. To provide acquisition oversight and guidance on development, acquisition and sustainment across multiple branches. programs, activities and diverse mission disciplines. Responsibilities DUTY 1: Implements program management principles on assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. DUTY 2: Plans, organizes, coordinates, and assesses activities of functional specialist including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. DUTY 3: Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to implement terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor. DUTY 4: Prepares and presents staff studies for presentation to the Program Director and other management officials. Conducts briefings, presentations, and demonstrations on status of studies, associated costs, adherence to baselines and schedules, etc. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry Series, 1101, Use the Group Coverage Qualification Standard for Clerical and Administrative Support Positions for this series EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: the implementation of laws, principles, policies, and practices of Systems Acquisition and Program Management; applied knowledge of business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; and knowledge of the missions, roles, functions, organizational structures, and operation of entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management. Knowledge of business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Skill in communicating, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions, and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
