National Park Service Facility Services Assistant in La Junta, Colorado
Summary This position is in the Facility Management Division, of a National Park Service. The purpose of the position is to provide technical support for all activities involved in asset management work associated with the Facility Management Software System (FMSS), the Facility Condition Assessment System (FCAS), and the Cost Estimating Software System (CESS), and to participate in the formulation and execution of long-range strategies for facility management for parks within the network. Responsibilities Review existing Facility Management Software System (FMSS) asset data to identify possible errors or incomplete records. Utilize as-built drawings, equipment manuals, and other documentation to update asset records. This may also include visually inspecting equipment and other components in the field. Assist with conducting parametric condition assessments to evaluate Deferred Maintenance and Repair (DM&R) for park assets. Create or update preventative maintenance work orders within the Preventative Maintenance (PM) Module within FMSS to establish routine maintenance schedules. Assist with creation of FMSS work orders for project funding requests based on life cycles & condition of asset records. Create project work orders in FMSS with cost estimates using a Cost Estimating Software System Assist with organizing and filing existing and new records in accordance with Records & Electronic Information Management (REIM) standards. Bent's Old Fort National Historic Site is located in the high plains of southeastern Colorado at an elevation is 4,075 feet above sea level. Summers are hot and dry with many days exceeding 100 degrees. Nighttime temperatures are comfortable. Winter temperatures are mild with averages around 40 degrees. Precipitation averages 11.5 inches per year, including an average of 29 inches of snowfall. Snow typically melts within days. La Junta, Colorado, located 8 miles west of Bent's Old Fort NHS, has a population of 6,800. Cost of living is considered low, with affordable housing for both sale and rent. No park housing is available. The community of La Junta offers amenities such as schools (grades K-12), a college, and the area's largest medical facility. La Junta also has a movie theater, a variety of restaurants, and several shopping options. Recreational opportunities can be found in the nearby Comanche National Grassland and John Martin Reservoir State Park. Term Appointment This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You will be required to complete a one-year trial period. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least 18 years old. Qualifications All qualifications must be met by the closing date of this announcement-11/08/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. You must include months, years, and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: The use of a facility management software system to: establishing standing work orders in an organization's operations with estimates for personnel, supplies, materials, and equipment needed to complete the identified work; input data such as the organization's hierarchy of locations, assets, personnel, equipment inventory, vendors, budget and account information into program data bases and independently verify the accuracy of this information; generate inspection documents for all organizational assets; prepare cost estimates for asset deficiencies, and similar administrative duties related to funding and energy management. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement.
