Job Overview:
The Subsea Project Engineering Manager oversees Engineering activities on Subsea (SURF) projects. This position requires a solid understanding of subsea systems/hardware, field architecture options and strong knowledge of FEED/EPCI engineering execution challenges for SURF projects. General multi-discipline knowledge of design techniques, analysis methods, and resulting deliverables; and general knowledge of the theory, content and application of statutory codes and guidelines as applicable for Subsea. Strong project management experience in the Engineering portion of EPCI projects, including an understanding of key contractual and statutory requirements. Should have effective communication skills and experience in leading a multi-disciplinary and multi-cultural engineering team. Shall have demonstrated the ability to coordinate with other functions including Procurement, Fabrication, Marine, Quality, and the Customer, assign and supervise individual work assignments, and effectively manage scope, budgets, and schedule for engineering activities. For larger or more complex projects, the Project Engineering Manager should have an appropriate greater level of experience, preferably including experience in managing engineering subcontracts.
Project Engineering involves managing the engineering scope of a McDermott project. Project Engineering establishes and implements project procedures to ensure deliverables meet quality and technical content requirements in accordance with contract documents. The Subsea Project Engineering Manager is responsible and accountable for the management and financial and technical success of all phases of the Engineering portion of a project. Responsible for ensuring the Engineering portion of the project is administered and executed to the satisfaction of the Customer, meets the contract's scope, schedule and quality requirements, meets KPI requirements, and the work is performed within budget, in accordance with the highest ethical and Safety Standards and compliant with McDermott policies and procedures. Collaborate with Engineering Discipline Leads and Engineering Managers to achieve lowest cost technical solutions. Use discipline and project management expertise to identify and solve a range of project problems/issues between functional groups.
Key Tasks and Responsibilities:
Manage, plan, organize, coordinate and control small to medium Engineering projects or the Engineering portion of larger projects in accordance with established policies, procedures, systems, and requirements
Plan, direct and lead the Engineering efforts and formulate the most cost-effective plan to timely completion within budget and manage the execution of that plan in accordance with MDR Global / Area guidelines and Project Management procedures and the Operating Model
Act as Engineering's point of contact in communications and meetings with the Customer project team, third party agencies and subcontractors; for the Engineering portion of the project
Responsible for organizing the Engineering Project Team and liaising with Project Controls, Procurement, Estimating, and Engineering Managers to fortify all required positions with appropriate and competent persons to undertake the Engineering portion of the project
When portions of the work involve work sharing, responsible for ensuring Engineering teams in the other locations are similarly fortified
Communicate the as-awarded scope of work to the Engineering project team's lead personnel. The scope of work includes Scope of Services and Scope of Facilities
Communicate key contractual requirements to the Engineering project team's lead personnel. These include clauses related to change orders, approval authorities, warranties, pricing and payment basis
Responsible for the development, approval and implementation of the Engineering Project Execution Plan (PEP), and Engineering's portion of Project Set-Up and Project Close-out
Determine in consultation with Functional Engineering Manager and Project Team whether any part of the Engineering work scope needs to be subcontracted or work shared due to limitations of in- house capabilities or capacity constraints and modify Project Plan accordingly. Ensure changes in execution plans are communicated to the project team's lead personnel and incorporated into project forecasts
Review and approve the work sharing Interface Plan & Scope Split Matrix. Ensure all scopes of work are addressed, handover points are understood and agreed, and that there are no scope gaps or overlaps between the work sharing offices and any subcontractors
Implement requirements from Constructability Reviews and ensure these are addressed in the project execution plan and schedule
Develop and proactively implement mitigation plans as necessary to address potential project risks and potential improvements to project profit
Identify, track and manage all changes in the Engineering Scope of Work, schedule and execution methodology on the project, and ensure that all changes are promptly captured through the Change Management process. Communicate changes to the scope and contract to the project team as the project progresses
Liaise and ensure effective coordination with overall Project Director/Manager, Project Construction Managers, Project Procurement Manager, Project HSE Advisor, Project Quality Manager, Project Controls Manager, Discipline Managers, Subcontractors, Production Engineers, Operations Engineers and Completions Managers
Ensure effective management of the interfaces between Engineering and the respective groups from Procurement, Fabrication, Marine, and the Customer
Monitor, Analyze and Forecast Engineering performance, and take timely corrective action
Participate in HAZID, HAZOP and other safety I operability/ reliability studies and workshops, as necessary
Participate in Constructability reviews, as necessary, ensuring appropriate Engineering team member representation
Travel as necessary to attend Customer and project meetings and to facilitate the resolution of Engineering interface issues, including traveling to other Engineering offices, Fabrication Yard and Offshore
Ensure that Technical Quality Audit reviews identified in the Engineering Project Execution Plan are performed in accordance with MDR Global Procedures and corrective actions from these reviews are implemented
Ensure that lessons learned on previous projects are considered by the Engineering Project Team and that lessons learned on the project are entered into MDR's Lessons Learned system progressively as they are identified
Provide leadership, mentoring and guidance to Project Engineers
Essential Qualifications and Education:
Bachelor's degree in an Engineering Discipline
More than 15 years of professional experience in engineering and management of subsea projects
Experience in Subsea Field Architecture, Pipelines, Risers, Subsea Hardware and the related engineering processes needed to execute offshore engineering work within these disciplines
Excellent verbal and written communication
