We’re currently looking for a high caliber professional to join our team as VP, Real Estate/ Property Valuer - Hybrid (Internal Job Title: Real Estate Risk Officer - C13) based in Hong Kong. Position summary:
The Real Estate Risk Officer is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family. Overseeing risks taken in connection with real estate activities which includes extensions of credit that are secured by liens on or interests in real estate, direct and indirect private equity and public market real estate investments, capital markets, construction lending, servicing, any consumer or commercial loan undertaken when real estate security or real estate activity, or an asset sale, or a refinancing is contemplated as a first or second way out.
In this role, you’re expected to:
Direct report to the Office of the Chief Appraiser (OCA) Real Estate Appraiser APAC Head and responsible for overseeing local valuation processes within the Asia-Pacific region.
Stay up-to-date with the real estate market, collect market data, trends and reports regularly.
Select and engage external valuers based on experience, capacity, competitiveness, etc.
Objectively provide the Business and risk managers with a balanced view of the risk associated with a given property.
Liaise with external valuation firms to arrange internal property inspections in a timely manner.
Ensure valuation report is ordered and received from external valuation firms in a timely manner.
Ensure internal valuation processes and external valuation report are in full compliance with regulatory and Citigroup valuation standards and requirements.
Input data into CitiRisk - Real Estate Collateral Valuation System.
Liaise with payment of invoice for our valuers.
Perform certified and critical reviews of externally prepared residential and commercial valuations to confirm adherence to Valuation Standards of local jurisdiction and the Citigroup Valuation Standards.
Review valuations for completeness, accuracy and reasonableness, and identify potential risk in valuation reports.
Monitor the performance of external vendors to ensure timely and quality service and performing annual valuer performance reviews.
Support audit review and ensure audit readiness.
Building a strong and effective interface with external valuers and internal stakeholders.
This position requires a keen interest in both real estate and capital markets
Analyze and identify risks on new transactions, convey decisions on loan approval (or bond purchase), structure and risk rating
Prepare annual and periodic risk reviews and assist in the documentation and closing of clients’ financing agreements
Monitor and review exposures related to a portfolio of structured loans and debt securities while ensuring compliance with credit and equity policies
Participate in customer calls, attend bank/customer/site meetings and assist in the development and implementation of appropriate client account strategies.
Assist in the remedial management of obligors/relationships with emphasis on optimizing the recovery and proper documentation (reviewing legal docs, preparing classified credit reports, participating in classified reviews, etc.)
Assist in the preparation of Prepare portfolio reviews, product programs
As a successful candidate, you’d ideally have the following skills and exposure:
Registered Valuer, Member of HKIS and/or RICS/API.
6-10 years (post qualified) of commercial valuation experience.
Experience within a financial institution preferred.
Bachelor’s /University degree or above.
Thorough understanding of local valuation regulations and standards.
Good understanding of the local property markets.
Excellent written and verbal communication skills in both Chinese and English.
Requires basic commercial awareness. Additionally, the candidate should possess proficient analytical skills and an ability to communicate reviews and reports both in writing and in oral presentations. Computer, analytical and quantitative skills with ability to perform credit analysis. Proficiency in MS Word , Excel and Argus, as well as database management experience.
Excellent attention to detail. Willingness to learn new products. Comprehensive understanding of applicable industry regulations and standards (i.e., USPAP, FIRREA, ASTM).
