Citigroup Vice President, Balance Sheet Management Lead Analyst in Kowloon, Hong Kong

Citi Finance is responsible for the firm’s financial management and related controls. The team comprises disciplines including Treasury, Tax, Controllers and Financial Planning & Analysis, and manages and partners on key Citi initiatives and deliverables, such as our quarterly earnings process and ensuring Citi’s compliance with financial rules and regulations.

Brief Description of Country Citi Treasury

The Country Citi Treasury team supports the Country Treasurer and CFO on Balance Sheet Management activities. The team is responsible for ensuring disciplined treasury practices in managing treasury risk exposures, and providing an independent oversight on liquidity risk management and contingency funding planning. The Country Citi Treasury Team also partners with the businesses to optimize funding structure within appropriate risk levels and Balance Sheet management disciplines. The team provides advisory service on treasury strategy, supports the Country ALCO discussion, and acts as a liaison with all constituencies within Citigroup, including communication with senior management, strategizing treasury issues with other business segments and across different corporate functions (Financial Control, tax, etc.).

In this role, you’re expected to:

  • Recovery and Resolution Planning

  • Responsible for end-to-end development and production of regulatory deliverables including the implementation of Local Resolution Plan for Citi Hong Kong. Analyze financial and operational needs within the Bank’s Recovery and Resolution Plans, writing content required in the Recovery and Resolution Plan for internal and regulatory submissions. Support will also be extended to Cluster Treasurer in terms of Resolution Plan of other countries.

  • Collaborate with workstreams to develop Plan content and serving as a Subject Matter Expert (SME) to manage timelines and ensure regulatory requirements are met. Developing material and analyses for management presentations and regulatory inquiries. Coordinate deliverables and review meetings with Cluster Treasurer, Citi Treasurers, Local ALCO, regulatory reporting, business, audit and compliance.

  • In addition, the candidate is also expected to extend support to Hong Kong Country Treasurer in terms of:

  • Actively participate in Country ALCO related activities, such as business discussions, deck production, and ALCO meeting

  • Collaborate with Cluster and Country colleagues on Ruby requirements for Citi Treasury deliverables

  • Support Cluster and International Treasury on key and strategic projects

  • Strengthen overall liquidity risk management and supervision, including liquidity reporting, system development and testing, etc. Support and coordinate with various stakeholders including but not limited to Controller /Liquidity Operations/ Market Risk on user testing and rollout planning

  • Participation in the daily HIBOR or IBOR rate setting process and aggregation of the governance materials for the monthly IBOR Working Group

  • Support Country Treasurer in compliance with Treasury-related local regulations and maintain relevant controls

  • Handle ad-hoc initiatives, projects and requests related to treasury, finance and balance sheet management

  • Candidate expected to understand financial markets, developing an appreciation for how changing economic conditions impact both the business and Treasury

As a successful candidate, you’d ideally have the following skills and exposure:

  • Bachelor's degree required;

  • 5-10 years of practical experience with solid knowledge of treasury, risk management and financial analysis.

  • Broad understanding of financial markets, banking regulations, Basel III regulations, liquidity and capital management, and risk management principles. Knowledge of Recovery and Resolution Planning concepts with working knowledge of liquidity regulations, their application to business activity and the balance sheet. Solid knowledge of the Hong Kong banking industry’s regulatory reporting rules and regulations.

  • Experience in project management and delivery is important. This role requires regular interactions with HKMA and a solid knowledge and experience in local regulatory requirements in relation to Recovery and Resolution planning exercises conducted by HKMA.

  • Good working knowledge of assets-liabilities management and balance sheet optimization. Prior involvement in ALCO is a plus

  • Good understanding of transfer-pricing and interest rate risk is highly desirable

  • Excellent spreadsheet and modeling skills required. Seasoned analytical experience is essential; must possess ability to apply sound judgment when reviewing output; critical thinking is essential

  • Strong written and oral communication and interpersonal skills. Ability to interact with senior management regarding complex topics (i.e. ability to make complex subjects comprehensible for senior management and the regulators).

  • Presentation skills coupled with proven PowerPoint skills.

  • Demonstrated ability to deal with ambiguity, quickly grasp relevant new concepts in an ever-changing environment and articulate effectively.

Education:

  • Bachelors degree, potentially Masters degree
