The primary purpose of this position is to serve as the Assistant Chief of Training for the Kirtland AFB, Fire Department. Responsibilities Continued from Summary: The incumbent provides management, direction, development, and implementation of a comprehensive fire protection-training program, safety program and inspection processes for all functional areas in the day-to-day operations of the fire protection and prevention program activities of the Kirtland Air Force Base Fire Department. Duties: Serves as the Kirtland Fire Department Assistant Chief in Training. Manages, develops, plans, and coordinates training of fire department and emergency management personnel. Manages the duties of the lead Exercise Evaluation Team (EET) member, as Chief aide or command staff position as assigned by the On Scene or Incident Commander for the fire department and the base. Manages the International Fire Service Accreditation Congress (IFSAC) and Extension Course Institute (ECI) programs for the Fire Department. Supervises one civilian, Fire Protection Specialist (Instructor), GS-0081-09. This position will support the Federal Government's response to efforts to COVID-19. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: knowledge of occupational safety and health management systems. Principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members. (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A comprehensive knowledge of applicable OSHA regulations, Department of Defense Instructions, National Fire Protection Association Standards, Air Force Instructions, AFOSH Standards, and Branch Operating Instructions, as related to fire protection and prevention. A comprehensive knowledge of the theory, principles, methods, techniques, and practices of firefighting, fire prevention, hazardous materials, weapons of mass destruction, emergency medical services, and operation of firefighting equipment and vehicles. Extensive knowledge of standard fire protection, hazardous materials, medical, and weapons of mass destruction training techniques, methods, and materials sufficient to prepare and present training and instructional sessions. Knowledge of management principles and processes. Skill and ability to write and speak effectively. Ability to analyze problems and develop timely and economical solutions. Must have the ability to meet and maintain physical standards and conditioning as prescribed by applicable directives. Must have no physical defects or grooming habits that impede the ability to wear protective clothing. Ability to work well with others. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Certification requirements for this position are: Fire Officer III, Fire Instructor III, Fire Inspector II, and Hazardous Materials Incident Commander. Employee must maintain a current Emergency First responder certification, proper certification to ensure compliance with all federal requirements involving On Scene and Incident Commander, Fire Safety Officer, Fire Command Staff, Hazardous Materials Team, Confined Space Rescue, and Infectious Disease Control.
