AI Signal Research, Inc. (ASRI) Senior Test Project Manager (AX1658) in King George, Virginia

Education:

Bachelors degree or higher in an applicable technical/management/business

discipline is desired. Bachelors in an engineering discipline is preferred. Masters degree and professional development including honors, publications, professional licenses, and certifications along with similar evidence of professional accomplishments is desired.

Months/Years of Experience:

Minimum of Ten (10) years professional experience in

technical/management areas related to the research, development, testing, evaluation, and/or

operations of major combat weapon systems with a demonstrated understanding of test and

evaluation fundamentals are required for the Senior Test Project Manager position. Candidates with relative experience but less than 10 years are encouraged to apply and will be considered for journeyman positions.

Required Qualifications:

U.S. Citizen. Ability to obtain a Security Clearance. The applicant must

have a thorough understanding of the DoD and/or Department of Navy research, development,

test and evaluation (RDTandE) process. Must be proficient in TandE and acquisition processes; DOD

5000 series and familiar with Qualification Testing called out in MIL-STD 810 Environmental

Engineering and Laboratory Test. Able to develop and coordinate TandE strategies to support

program acquisition requirements. Experienced in developing and managing TandE resources. The

applicant must be a motivated self-starter, critical thinker, strategic planner, and proven leader

with attention to detail. Candidate must be a team player and have strong demonstrated

written/oral communication and stakeholder management skills.

Desired Qualifications:

Expertise with US Navy Weapon Systems and understanding

of the overall DoD/Army systems research, development, testing, evaluation, and acquisition

system enterprise. Expertise/Training in DoD Acquisition Policy, Program Management, Systems Engineering, and Test and Evaluation fundamentals. DoD and Navy specific combat weapon system test and evaluation is desired.

  • Prior Level II TandE DAWIA certification

  • Lead a long-term strategic approach that supports programmatic milestones within

resource constraints

  • Experience in writing and coordinating approval for a Test and Evaluation

Master Plan (TEMP) to support a Milestone Decision Review

  • Oversight of TandE teams executing test planning, execution and test reporting

  • Experience with System Engineering supporting program reviews

  • Experience with oversight and collaborative agencies (DOTE, JITC, Service OT units,

Service Staff POCs)

  • Planned, coordinated, conducted and documented TandE related reviews and meetings

required to execute Test and Evaluation program contained in the approved acquisition strategy

  • Articulated necessary TandE resources and staffing to achieve programmatic priorities while

supporting programmatic timelines.

Duties:

Oversee and manage all aspects of weapon system Test and Evaluation (TandE)

activities at various stages in the acquisition life cycle to include early prototype demonstration

and experimentation through full program of record system qualification. Duties include

comprehensive test planning, execution support, and reporting at the component/subsystem/system and integrated system of systems level in support of the Naval Surface Warfare Center Dahlgrens TandE Division. Employees will derive specific test/demonstration requirements within the overall systems engineering process; develop overall test strategies and detailed test plans, coordinate test execution and reporting requirements with appropriate test agencies and sponsors; analyze test data to accurately report test metrics and results; interface with task and functional leaders to ensure test events align with appropriate cost and schedule constraints; prepare and present technical and test program management briefings to senior program and division leadership; and continuously coordinate across varying stakeholders to keep test projects on track with required program constraints.
