The primary purpose of this position is to be responsible for the in-depth analysis of Enterprise Management Consolidated Management Plans data and information to develop an Air Force Installations and Mission Support Center (AFIMSC) budget and investment profile that meet strategic goals and support mission-critical needs. Responsibilities Manages an Enterprise Management Activity process, a long-term forecast of installation investment requirements across the AFIMSC, utilizing asset management principles (AM). Executes Portfolio Management Analysis. Integrates AF enterprise-wide portfolio management and decision support based on Key Performance Indicators (KPIs) and Target & Measures (T&M) derived from strategic policy, guidance, and mission requirements. Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans. Represents the organization at executive levels within the Government and to contractor/industry representatives. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE: I have or will have within 120 days of closing of this announcement, 1 year of specialized experience at the GS-12 (or higher) grade level, or equivalent in other pay settings. Examples of specialized experience includes experience utilizing asset management principles and application of resources in property acquisition, management and/or disposal. Mastery of a variety of qualitative and quantitative methods in order to analyze and resolve conflicts in asset policy and program objectives. IDEAL CANDIDATE STATEMENT: The ideal candidate has experience in asset management and is comfortable initiating and leading teams in efforts to solve complex problems through optimizing allocation of limited resources at enterprise scale FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of asset management principles, applicable public laws, Department of Defense (DoD) and Air Force concepts, theories, policies, directives, and procedures. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds. Knowledge of business accounting and financial management principles and procedures. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
