The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Sr. Contracts Manager to support our government customer located on Kauai, Hawai'i.

The Sr. Contracts Manager provides contracts and subcontracts management activities in support of the organization and all subdivisions of the organization.

DESCRIPTION OF RESPONSIBILITIES:

  • Develop the Contracts Department to ensure optimum contractual support. This includes assessing talent and staffing levels and implementing training and development plans for all levels of staff.

  • Provide contractual direction and guidance for the companies and Koa Lani JV, LLC., in all phases of the business cycle (post-award).

  • Provide contract negotiation and administration services consistent with company(s) business practices and to assure compliance with customer contractual requirements. This includes primary responsibility for implementing contracting policies and procedures, and the interpretation and implementation of current government acquisition regulations and policies across all Federal agencies supported.

  • Signature authority for all contractual documents and agreements on behalf of the organization and/or Koa Lani JV.

  • Develop and lead the corporate posture and position for the company on all contractual matters and terms/conditions including items such as Organizational Conflicts of Interest, Service Contract Act compliance, etc.

  • Provide strategic support regarding disputes (e.g., Claims/REAs)

  • Engage in contract support requirements which may include, but is not limited to, assisting more junior staff in drafting, and negotiating terms and conditions for prime contracts, subcontract task orders, purchase orders, proposals, amendments, and modifications.

  • Provides analysis/evaluation and solution-based business and contractual guidance and risk mitigation strategies for contractual and business obligations, opportunities, rights, and remedies.

  • Partner with outside Counsel as required on contractual issues including but not limited to potential litigation, SBA, etc.

  • Ensures that compliance issues and concerns are appropriately evaluated, investigated, resolved, and reported accordingly.

  • Works closely with government stakeholders and corporate representatives for legal, contracts, export, import, customs/traffic, and intellectual property compliance.

  • Remain current and knowledgeable in prevailing and pending changes in the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) and other regulations.

  • Support all DCMA and DCAA inquiries/audits.

  • Work closely with directors of Finance, HR, and IT on inter-department matters and company-wide initiatives.

  • Work closely with service operations leadership team to support contractual matters.

  • Work closely with business development leadership team to support pre-award requirements as required.

  • Work closely with the Contract Officer to support contract changes and modifications.

  • Support all corporate agreements including Joint Venture Agreements, Operating Agreements, Resolutions, and Ownership Agreements.

  • Perform other duties as assigned.

    Supervisory Responsibilities: Directly manage and supervise the Contracts and Purchasing Departments at large.

    REQUIRED DEGREE/EDUCATION/CERTIFICATION:

    Bachelor's degree in Business Administration or related field. (Masters preferred). ( Experience can be substituted for education. A minimum of 10 years of federal contracting experience, including minimum 4 years supervisory experience.)

    Knowledge:

  • Experience with the following types of contracts: Time & Materials (TM), Labor Hour, Firm Fixed Price (FFP), Cost Plus Firm Fixed (CPFF), Cost Plus Award Fee (CPAF), and Indefinite Delivery Indefinite Quantity (IDIQ).

  • Extensive knowledge of federal contract administration and procurement.

  • Knowledge of standard and advanced procurement procedures, sequences, and techniques.

  • Familiarity with government cost accounting, pricing, indirect rates, etc.

  • Very knowledgeable of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and related federal and state regulations.

  • Knowledge and familiarity with ITAR/Export Compliance.

  • Knowledge and familiarity with Collective Bargaining Agreements (CBA).

  • Knowledge and familiarity with Purchasing Requests (PR’s).

  • Knowledge and familiarity with Proposals.

  • Knowledge and familiarity with CDRL management.

  • Knowledge and familiarity with CPARs.

  • Knowledge and familiarity with LOF/LOC.

    Abilities:

  • Effectively communicate and manage subordinate staff members.

  • Strong decision-making skills.

  • Ensure completion of all departmental work within necessary deadlines.

  • Perform work with minimal supervision.

  • Proven ability to work independently.

  • Excellent communication skills; ability to build positive relationships with staff, customers, and government agencies.

  • Strong Computer software skills, such as Word and Excel, Adobe.

  • Ability to deal with customer complaints effectively.

    REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen

  • Secret security clearance is required.

    (Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.)
