The Alaka`ina Foundation Family of Companies (FOCs) is looking for an Electronic Technician C, COMSEC to support our government customer located in Kekaha, Kauai.

Independently or under supervision and assignment from a Senior Technician or the Lead Technician, will provide contracted operational and maintenance support services to the Pacific Missile Range Facility (PMRF) customer. The technician will be assigned as a Communications Security (COMSEC) Manager Alternate of the contractor operated Key Management Infrastructure (KMI) account.

DESCRIPTION OF RESPONSIBILITIES :

Specific assignments and responsibilities include but are not limited to the following areas:

  • Receives, checks-out, operates, monitors and maintains systems and equipment for Range Operations support.

  • Responds to evolving operational environments requirements when directed.

  • Perform periodic inspections and maintenance tasks in accordance with published procedures and/or OEM guidelines.

  • Documents results of all maintenance actions in systems and equipment records.

  • Perform troubleshooting and repair of systems/equipment by reading and interpreting manuals, calling tech support and using simple tools and test equipment.

  • Manages and oversees inventory and inspection of COMSEC cryptographic controlled items and material for the entire account to include all Local Elements within the account.

  • Provides annual training on COMSEC material including storage, accounting, destruction and courier services for classified and cryptographic material.

  • Ensures COMSEC material is properly requisitioned in accordance with department or agency directives.

  • Ensures mandatory software/firmware modifications required to upkeep COMSEC equipment are completed.

  • Must be able to obtain prerequisite IAEC-2112 certification and KMI MGC Operator Training if assigned.

  • Occasional travel for operations and maintenance support at other locations throughout the State of Hawaii to include at sea for extended periods.

  • Performs other duties as required.

    Environment:

  • Electronics Shop and Radio Frequency field environments

  • Operations Command & Control Center

  • Travel to and work at remote site locations to include at sea for extended periods.

    Physical Activities:

  • Must be able to lift, carry, install and remove equipment and peripherals up to 50 lbs.

    Office conditions are varied and includes physical tasks including lifting, pushing or pulling over 50 pounds, with a two man assist. Physical positions will include but not be limited to walking, sitting or standing for extended periods of time. Environment will include customer contact, extended workdays, in an office laboratory setting, with field assignments, sometimes in inclement weather.

    REQUIRED DEGREE/EDUCATION/CERTIFICATION :

  • High school diploma or equivalent or Associates Degree or equivalent training, e.g. Navy A School, a 2 Year Technical School or military specialty training in a related field.

  • Must possess or be able to obtain and maintain the certification requirements within DOD 8570.01-M and an Operating Environment Certification commensurate with contract requirements. DOD 8570.01-M certification is mandatory within 60 days of employment for continued employment. Certification within the required Computing Environment must be obtained within six (6) months of employment.

  • TEMPEST highly desired.

  • KMI MGC Operator Training or former IAEC-2112 desired

    REQUIRED SKILLS AND EXPERIENCE :

  • Two (2) years of progressive experience in a related field operating and maintaining COMSEC accounts and associated systems and equipment.

  • NSA regulation 3-16, EKMS 1

  • Knowledge of Radio Frequency (RF) to include but not limited to Transmission & Antenna systems for Ground Radio, Microwave, Satellite, and other associated telecommunication technologies involving cryptographic material is desired

  • COMSEC keying material loading of bulk encryption devices.

  • Defense Messaging System (DMS).

  • COMSEC cryptographic material loading and bulk encryption devices.

  • Progressive experience in reading and interpreting schematic diagrams for troubleshooting and repair.

  • MS Outlook.

  • Windows based OS

  • Must possess the following PC skills: Word, Excel, and Power Point

    REQUIRED CITIZENSHIP AND CLEARANCE :

  • Must be a U.S. Citizen

  • Secret security clearance is required. (Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.)
