PURPOSE: We are looking for an experienced Health, Safety and Environmental (HSE) leader with significant refinery or chemical facility experience, reporting to the Plant Manager to support plant operation and organization in all matters relating to Health, Safety, Environmental and Security matters. Must have the ability to work with both the facility and corporate leadership at all levels of the organization. Individual will lead facility Engineers, Supervisors, Office, and Union personnel. This position will actively lead and participate in the successful execution of the facility's HSE initiatives. The Manager will provide support to direct reports of this position and of the plant staff in general. Maintaining compliance with Federal, State and Local regulations, managing compliance with safety and environmental regulations and laws is required. This includes Process Safety Management, Risk Management, Clean Water Act, Emergency Planning and Community Right to Know Act, Coast Guard rules, OSHA regulations and all other applicable laws and requirements. The areas of responsibility will include but are not limited to developing and implementing an HSE strategy for the organization, health and safety awareness programs, Safety Data Sheets, Occupational Health, safety training, substance abuse testing programs, loss prevention, OSHA compliance, testing recordkeeping and audit functions, dealing with hazardous materials, support of DOT and worker's compensation and case management programs, etc. Must be able to drive positive change in employees, supervision, and contractors to achieve operational excellence in HSE. KEY OBJECTIVES AND RESPONSIBILITIES: Works closely with Plant Management, Quality, and HR to ensure the effective use and implementation of computer-based training (CBT) and site safety initiatives. Develops processes used by company personnel and contractors to ensure proper planning of job activities and equipment usage, resulting in a safe and environmentally compliant workplace. Performs and assigns ongoing audits to assist in the identification and elimination of unsafe conditions and behaviors. Ensures HSE and regulatory compliance through effective recordkeeping, training, accountability, and overall compliance with HSE programs. Ensures internal and external HSE audits are conducted on a consistent, agreed-upon schedule, as well as developing and implementing follow-up processes to ensure identified deficiencies are corrected in a timely manner. Reviews incident reports, coordinates investigations and provides internal follow-up reports to external parties, including insurance vendors, government and legal bodies as required. Responds to customer HSE requests, interact with clients and develops project specific HSE plans. Ensures proper preparation of Facility HSE  reports and tracking of HSE metrics. Ensures employees are medically treated as needed and follows-up with Corporate HR and Medical Services to monitor recovery and return-to-work processes. Represent the organization in community or industry safety groups and programs. Oversees contract security. Ensures compliance with the Department of Homeland Security protocols. Provide support for all training and procedure quality. Collaborate with contractors to provide Drug and Alcohol testing for both random and incidental occurrences. Manages all types of emergency response including fire, spills, and severe weather. This  includes drills, evacuation, training and coordination with other facility and local volunteer fire departments. Ensures adequate Rescue Team participation and training. REQUIRED EDUCATION/EXPERIENCES: BS or BA in Engineering, Science, or Safety Management.

Master's in Safety or Environmental related field preferred. 10 or more years of industry related experience in an Environmental, Health and Safety field role. Certified Safety Professional (CSP). Experience working in a Union environment. COMPETENCIES: Exemplary oral and written communication skills with the ability to write routine reports and correspondence. Able to speak effectively before large groups of stakeholders. Strong organizational skills with the ability to work in a deadline driven environment. Strong team player with the ability to influence the organization and strengthen the safety and environmental culture at the facility.
