Responsibilities Serves as the senior technical advisor and consultant to the Chief, Planning Branch, the District and the Division Commanders, staff elements, and subordinate organizations on Civil Works General Investigation studies Represents or guides District during the Washington-level review of studies and decision documents, and actively participates in the defense of proposed Civil Works studies and projects Monitors and evaluates district planning program performance and recommends appropriate actions Represents the District at conferences and meetings on matters pertaining to policy and development of environmental policy and plans for water resources and related land use projects Develops procedures for conducting quality assurance programs and provides technical oversight Leads the development of Chief’s reports to request authorization from congress for the construction of multi-million dollar flood risk management, inland navigation, and ecosystem restoration projects Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Advanced In-Hire Rate may be authorized. Relocation/Recruitment Incentive may be authorized. Student Loan Repayment Program (SLRP) may be authorized. Position may be filled as a term appointment NTE 3 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position..
