U.S. Army Corps of Engineers Budget Analyst in Kansas City, Missouri

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for 9905 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Budget Analyst for the Kansas City District - Construction Division. Performs various budget functions involving the formulation, justification, and/or execution of budgets for the organization. Responsibilities Provides independent financial guidance and expert technical staff support to leadership of the organization. Interprets and applies appropriations law for providing advice and guidance. Reviews, processes, and approves a variety of funding actions involving civil, military, and revolving funds to prevent violations of Federal Appropriations Law and financial regulations. Formulates, develops, and justifies budget estimates to establish financial management practices, policies, and procedures. Monitors records of obligations and expenditures to assure full utilization of available funding and reprogramming to meet critical deadlines. Evaluates account balances, trends, and rate of expenditure of funds. You will receive credit for all qualifying experience, including volunteer experience. Requirement for GS-11 Budget Analyst position: Specialized Experience: One year of specialized experience which includes: Experience Interpreting and applying appropriations law for processing a variety of funding actions. Monitoring records of obligations and expenditures to assure full utilization of available funding and reprogramming to meet critical deadlines. Identifying financial management problems in an organization's programs. Evaluating account balances, trends, and rate of expenditure of funds. Maintaining and updating status reports for district office, field offices and field activities programs and projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:financial management, accounting, auditing, actuary, cost estimation, operational research, business, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages .Requirement for GS-12 Budget Analyst position: Specialized Experience: One year of specialized experience which includes; Experience Providing independent financial guidance and expert technical staff support to leadership of the organization. Interpreting and applying appropriations law for providing advice and guidance. Reviewing, processing, and approving a variety of funding actions involving civil, military, and revolving funds to prevent violations of Federal appropriations law and financial regulations. Formulating, developing, and justifying budget estimates to establish and implement financial management practices, policies, and procedures. Resolve difficult financial management problems in an organization's programs. Coordinate work of budget and financial analysts to resolve problems and improve processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
