Living Goods MEL Manager in Kampala, Uganda
Role: MEL Manager.
Reports to: Senior Global MEL Manager.
Location: Kampala – Uganda.
Position Overview:
The Monitoring and Evaluation Manager will lead the monitoring, evaluation and learning functions in Living Goods Uganda working hand in hand with the Global Office and Performance, Evidence and Insights shared services to strengthen Uganda programs performance and to generate local insights and evidence. This role will enhance our position as a thought leader in community health performance management while supporting cross-country initiatives and advisory services.
Key Responsibilities:
Performance Management Leadership:
Develop and maintain Living Goods' performance management framework and approach for community health programs.
Lead the development of innovative performance management solutions that can be adapted across different contexts.
Provide technical guidance on performance management best practices for country teams.
Design and implement performance improvement strategies based on data insights.
Build capacity of country teams in performance management approaches.
Strategic Advisory & Thought Leadership:
Lead the development of performance management tools and frameworks for government advisory services.
Author thought leadership pieces on performance management in community health.
Represent Living Goods in technical forums and working groups.
Build and maintain strategic partnerships with key stakeholders in the performance management space.
Contribute to proposal development for multi-country initiatives.
Measurement Systems & Framework Development:
Lead the development of standardized measurement frameworks across countries.
Design and oversee the implementation of impact measurement strategies.
Ensure alignment of KPIs across different country contexts.
Develop dashboard frameworks that enable data-driven decision-making.
Guide the development of performance visualization tools.
Innovation & Learning:
Lead the identification and testing of innovative performance management approaches.
Oversee cross-country learning initiatives.
Design and implement knowledge management systems.
Facilitate cross-country learning exchanges.
Document and disseminate best practices and lessons learned.
Technical Support & Capacity Building:
Provide technical assistance to country teams on complex measurement challenges.
Build the capacity of country MEL teams through training and mentorship.
Support the development of country-specific measurement strategies.
Guide country teams in adapting global frameworks to local contexts.
Facilitate technical working groups across countries.
Quality Assurance & Standards:
Establish quality standards for performance management across countries.
Develop and maintain standard operating procedures for MEL activities.
Ensure consistency in measurement approaches across programs.
Oversee quality assurance processes for data collection and analysis.
Guide to the development of data quality assessment frameworks.
Required Qualifications:
Education:
Master's degree in a relevant field (Public Health, Statistics, Monitoring & Evaluation, or related field).
Advanced certifications in performance management or M&E preferred.
Experience:
8+ years of progressive experience in performance management and M&E.
Demonstrated experience in community health programs.
Track record of developing performance management systems.
Experience working with government health systems.
Proven ability to influence and drive changes across multiple stakeholders.
Technical Skills:
Expert knowledge of performance management frameworks and approaches.
Strong understanding of health systems strengthening.
Advanced data analysis and visualization skills.
Excellent understanding of mixed methods of research.
Proficiency in statistical analysis software.

Excellent communication and presentation skills.
Demonstrated leadership and team management capabilities.
