City of Kalamazoo Building Trades Code Compliance Officer in Kalamazoo, Michigan

Description/Distinguishing Features

Performs highly technical field work and associated office work to secure compliance with ordinances and regulations governing the prevention of blight to ensure the health, safety, and welfare of the citizens throughout the community; does related work as required. The employee in this position works under the authority of the Building Official. 

Performs a variety of routine and complex technical work in the field of code enforcement to ensure that property owners, and/or contractors comply with the various City ordinances including housing, building, zoning, and any other related codes, ordinances, and standards; significant knowledge of standard construction and maintenance practices; an understanding of programs for the improvement of existing deteriorated buildings; determines rightful ownership of property; also requires an understanding of general enforcement processes, which includes working with the City Attorney's office, issuance of enforcement actions and the possibility of litigation. 

Examples of Duties
  • Enforces compliance with various City ordinances including housing, building, zoning, and any other related codes, ordinances, and standards. 
  • Conducts field inspections to identify dangerous structures, work conducted without permit and other areas where violation may occur and advises property owners and/or contractors of the need for compliance with various city ordinances including, general housing, building, zoning requirements. 
  • Upon notice of compliance or at end of time allowed for compliance the code enforcement officer makes final inspection to determine that the subject property is in conformity with code requirements. 
  • Investigates alleged violations, issues violation notices, and issues appearance tickets when other city ordinances and other codes under the Community Planning and Economic Development Department's jurisdiction are not complied with and appears in court as needed to testify. 
  • Maintains adequate records and reports associated with the above duties. Document's inspections using camera, measuring devices, etc., and other
Essential Qualifications
  • A minimum of one year of building and/or housing inspection is required. Knowledge of housing and building codes is required.  
  • High school diploma, GED and/or related vocational/technical training is required
  • A minimum of one year of Code Enforcement, construction and/or inspection experience is required.   
  • The ability to work independently and exercise good judgment is essential.  
  • Familiarity with the Kalamazoo area is highly desirable.  
  • Significant knowledge of methods, materials and practices used in building construction and repair; knowledge and experience in applying ordinance enforcement practices; 
  • Knowledge of housing, building, electrical, mechanical, and plumbing codes; 
  • Ability to carry a handheld computer and digital camera to document deficiencies while performing inspections; 
  • Skills in dealing tactfully with property owners and ability to secure their cooperation; keenness of perception; good memory.
Acceptable Training and Experience
  • A minimum of one-year general ordinance enforcement experience is preferred. 
  • Construction, building trades, real estate, or related experience is highly desired.
  • Knowledge of housing, building, electrical, mechanical, and plumbing codes; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Computer skills including BS&A Software, Outlook, Word, Excel, PowerPoint, etc.
  • Possession of a contractor's license is highly desirable.
