CCS/C2M Data Conversion Consultant – Utility Billing for Local Government
The Oracle Local Government team is hiring an experienced Oracle Utilities CCS/C2M Data Conversion Consultant to bring our industry-leading Utilities solution to small and medium government agencies!
Running on a modern, secure cloud infrastructure, NetSuite for Government is specifically designed for the needs of small-to-midsize state and local government agencies. It provides a single, integrated system for streamlined accounting, grants management, payroll, planning and budgeting, human resource management, and more.
The NetSuite for Government team is hiring an entrepreneurial Oracle Utilities Data Conversion Consultant to deliver a best-in-class implementation and conversion experience to our first few Utility Billing customers. This person will work closely with the Utility Billing Engineering, Product and Consulting leaders to define an industry-leading conversion and migration experience for small local government agencies adopting Oracle’s Energy and Water Customer Solutions. This is an entrepreneurial role in a fast-moving business unit. We are looking for someone who brings deep product expertise on Oracle Utilities Customer Cloud Service (CCS) or Oracle Utilities Customer to Meter (C2M) but is willing to question the status quo and think creatively on how to tailor both the product and the service delivery for a much simpler audience.
What you will do:
Help define the product roadmap for data conversion and migration
Work with customers, product, consulting and engineering teams to identify standardized data conversion needs for our customer segment and incorporate into a longer-term product roadmap
Lead development/enhancement of turnkey tools that will radically improve the data conversion velocity and experience for both customers and the Oracle consulting team
Lead service delivery for multiple implementation projects
Design and implement data conversion projects for Oracle Customer Cloud Service
Lead workshops and design sessions to capture and document data conversion requirements
Manage all data conversion activities from project initiation to production cutover and support
Develop data conversion plans, strategy, and approach
Design programs and scripts for the creation and migration of data from source to target systems
Participate in development and testing of data extraction and conversion scripts
Design and develop Extract, Transform, and Load (ETL) jobs
Identify and coordinate legacy data cleanup activities with the business
Identify data gaps, risks and resolve them in collaboration with the business
Create balancing and audit control procedures and reports
Share knowledge and create proper documentation on ETL, data mapping and migration efforts
Mentor and train junior team members
Train new consultants on the Oracle Utilities, data conversion, and underlying data model
Who we are looking for:
BS or MS degree or equivalent experience in computer science, IT, software engineering, management information systems or mathematics
Experience in large-scale IT implementations, preferably gained within a utility and/or major consulting organization as a DBA, WebLogic Administrator, or technical architect
Strong Oracle Database Administration skills and experience working with Oracle Database 19C+ Knowledge of Oracle Energy and Water applications: CCB, C2M, CCS, MDM, WACS, WAM and/or MSCS
Experience in data conversion from legacy source CIS systems to Oracle CCS/C2M that are based on the Oracle Utilities Application Framework
Proficient in either PL/SQL, ODI, or SQL Loader to develop code required for data profiling, data extract, and data transformation activities
Understanding of legacy / target data models, and data quality issues
Ability to verify the integrity of the transformed data and resolve data errors
Demonstrated ability to lead multiple consulting engagements and work effectively and collaboratively with customers, product management, sales, and engineering
Superior written and verbal communication skills including leading presentations with senior client stakeholders
Ability to handle multiple, fast-paced assignments with complex schedules; Prior experience working at a start-up highly preferred
Additional Skills (nice to have) :
Strong Unix skills and experience with UNIX operating systems like RH Linux, Oracle Linux etc.
Able to tune ETL jobs to achieve optimum performance
Ability to travel up to 30% for client assignments to any destination

Range and benefit information provided in this posting are specific to the stated locations only
US: Hiring Range in USD from: $97,500 to $199,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
