Parsons Corporation Senior Manager – Construction Management (Delivery) in Jeddah, Saudi Arabia

Job Description:

Parsons is seeking an experienced and highly skilled Senior Manager – Construction Management (Delivery) to join our team. We are providing Project Management Consultancy (PMC) services for the development of mega projects in the Kingdom of Saudi Arabia. The Senior Manager will be responsible for overseeing all construction activities and ensuring the successful delivery of large-scale projects, with a focus on public venues or stadium construction. Experience in stadium or large public venue projects is strongly preferred due to their specialized and complex nature.

What You'll Be Doing:

  • Supervise and manage all on-site construction activities for the project, ensuring compliance with plans, specifications, and standards.

  • Coordinate with project managers, engineers, contractors, and other stakeholders to ensure seamless project execution.

  • Monitor construction progress, quality, and safety, addressing any issues promptly to avoid delays or cost overruns.

  • Conduct regular site inspections and audits to ensure adherence to safety and quality standards.

  • Review and approve construction drawings, materials, and equipment, ensuring they align with project requirements.\

  • Prepare and submit detailed progress reports to senior management and clients.

  • Resolve technical issues that arise during construction, ensuring timely solutions.

  • Foster effective communication and collaboration among all project participants.

  • Implement and enforce safety protocols and procedures on-site to ensure a safe working environment.

  • Mobilize company resources to build project teams capable of delivering quality work.

  • Act as the company representative with the client and subcontractors during project execution.

  • Negotiate changes to the scope of work with the client and key subcontractors.

  • Follow up on project instructions and commitments to ensure timely execution.

  • Participate in negotiations with regulatory agencies and attend public meetings to support the client.

  • Oversee the creation of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other necessary documents.

  • Establish program requirements for all project areas and monitor draft and final deliverables for adherence to these criteria.

  • Work with project engineers and discipline leads to develop budgets, schedules, and plans for the various project elements

  • Ensure that project goals are met or exceeded as defined in these plans.

  • Collaborate with the project team to develop action plans to address schedule overruns, delays, or significant changes in scope, and advise the client and company management accordingly.

  • Ensure that all change orders are maintained accurately and promptly.

  • Promote technical and commercial excellence on the project by applying Quality Assurance processes.

  • Monitor and report project progress to management, highlighting milestones, challenges, and potential impacts on cost or schedule.

  • Hold weekly project status meetings and develop action items to ensure project success.

Required Skills and Qualifications:

  • Bachelor’s degree in project management, Civil Engineering, or a related technical/business field.

  • A minimum of 20 years of engineering construction management experience, with at least 5 years in managing large-scale projects, preferably stadiums or public venues.

  • Proven experience managing complex projects, interfacing with clients, and being hands-on in technical aspects of project execution.

  • Strong leadership abilities, with excellent written and oral communication skills.

  • Professional registration (e.g., PMP, PE) may be required.

  • Comprehensive knowledge of industry standards and best practices in construction management.

  • Must meet Parsons’ project-specific requirements and standards.
